Tax revenue: revenue of € 2020 million in the first five months of 149,7 (-9,3%)

In the period January-May 2020, the Treasury announces that the tax revenue ascertained on the basis of the criterion of legal competence amounted to 149.731 million euros, marking a decrease of 15.300 million euros compared to the same period of the previous year (-9,3 , XNUMX%).

The negative change reflects the measures adopted by the government to face the health emergency. The significant decrease in revenue, already seen in March and April, increased in May (-27,1%) due to the effects of the Law Decree of 8 April 2020, no. 23, which ordered the postponement of tax and social security contributions for subjects carrying out business, art or profession activities, fiscally domiciled in the areas affected by the emergency.

In particular, in May, indirect taxes showed an overall negative change of 7.460 million euros (-35,4%) mainly attributable to the result of VAT on internal trade (-3.835 million euros), due both to the overall deterioration in the economic situation and to the postponement of VAT payments for subjects, domiciled for tax purposes in the areas affected by the emergency, with revenues and fees not exceeding two million euros; direct taxes recorded an overall decrease of 15%.

Direct taxes

Direct taxes amount to 84.098 million euros, with a slight increase of 465 million euros (+ 0,6%) compared to the same period of 2019.

Income tax income stood at 74.541 million euros (-2,9%). The decrease is mainly attributable to the trend in withholding taxes on private sector employee incomes (-7,8%) and withholding taxes on self-employed workers' incomes (-9,4%), while withholding taxes on public sector employee incomes they record an increase of 3,4%.

Other direct taxes include increases in the substitute tax on income as well as withholding taxes on interest and other capital income (+ 751 million euros), in the substitute tax on capital income and capital gains (+853 million euro) which they reflect the positive performance of the financial markets during 2019 and the substitute tax of pension funds (+1.129 million euros), the increase of which is determined by the positive results of the average returns obtained in 2019 from the various types of complementary pension forms.

Indirect taxes

Indirect taxes amount to 65.633 million euros and show a negative change of 15.765 million euros (-19,4%). The significant drop is mainly attributable to the decrease in VAT (-9.288 million euros equal to -18,7%) and in particular the internal trade component (-7.922 million euros equal to -18,0%), which was affected the postponement of VAT payments according to the provisions contained in the Decree Law of 17 March 2020, n.18. The VAT revenue on imports also recorded a decrease of € 1.366 million (-24,0) in the period.

Among other indirect taxes, insurance tax (+43 million euros equal to + 10,4%) and stamp duty (+178 million euros equal to + 5,9%) increased, while the registration tax shows a decrease of 596 million euros (-29,4%).

Revenue from gambling

Revenues related to "games" amounted to 2020 million euros in the first five months of 3.838 (-2.706 million euros, -41,4%).

Revenue from assessment and control 

Tax revenue from tax assessment and control activities amounted to 3.577 million (-427 million euro, equal to -10,7%) of which: 1.623 million euro (-250 million euro, equal to -13,4 , 1.954%) flowed from direct taxes and 177 million euros (-8,3 million euros, equal to -8%) from indirect taxes. The data are influenced by the "Cura Italia" decree which had already suspended the terms of payment of tax and non-tax revenue deriving from payment slips issued by collection agents in the period from 31 March to 2020 May 31, further extended by the Relaunch Decree until to August XNUMXst.
