But it is not the time for criticism, we need to roll up our sleeves and deploy the best resources to believe in this "dream", only then maybe we will get out of it. It is certain that in order to realize this dream, at the moment, there is a lot of confusion among the actors who should implement it and I hope that there will not be an attack on the diligence of those 172 billion euros that the EU has promised Italy.

But phase 3 will have to face the economic crisis that is already knocking on the door with unusual vigor, giving a glimpse of a not exactly comforting future. The news given by INPS came yesterday, which it expects by the end of this year 400 thousand new unemployed.

The prime minister's password is therefore: "We must hurry", and to do this it opens the door of Palazzo Chigi to the oppositions and to all the social partners for a discussion table, already next week, to elaborate a "Rebirth Plan".

We must hurry because the 80 billion foreseen by the three government decrees (Cura Italia, Liquidity and Risancio) are slow to find practical implementation. Bureaucratic ties on the one hand and political tensions on the other mean that resources cannot immediately reach the rightful claimants. But the key point now is to present a credible and above all viable Plan to Europe, an indispensable Plan to be able to aspire to the famous € 172 billion foreseen by the “Next Generation Plan"(The diligence ed). The sumptuous funding program developed by Brussels which includes a series of measures ranging from the Sure fund to the EIB, from the issue of Eurobonds by the ECB for the Recovery Fund to the ESM funds.

We remember that we always talk about loans even if a part equal to about 90 billion euros should be non-repayable. The entire sum will be paid in installments to the individual countries, according to the objectives achieved in the revival plan presented.

A mountain of money, that of the Recovery Fund, which will only be available from spring 2021 because the fund is tied to the EU 2021-27 balance sheets. Conte said on the matter that he spoke with the President of the Commission Von der Lyen to foresee an advance already in September. An advance that, according to the calculations of the EU bureaucrats, is around 17,4 billion for the whole Eurozone, a couple of billion would go to Italy, little stuff.

Conte also gave a taste of the lines on which the Italian Renaissance Plan should lay. Overcoming structural problems and redesigning the country with epochal measures ranging from high speed (without "prejudices" to a work like the Bridge over the Strait) to lower and progressive taxes ("they will all pay but they will all pay less", he ensures) , from leaner bureaucracy and reform of office abuse to tax advantage for the South.

Next week Conte will convene the general states where Vittorio Colao's task force report will be used as a work base, which according to Conte, should arrive in the next few hours.

From Conte's words there is also an openness to oppositions with the intention of writing together "the Rebirth Plan"With the promise not to 'use' the 172 billion that could come from the Recovery Fund as a" little treasure "to gain consensus.

The dialogue, writes Ansa, has already intensified between the majority, both Pd and IV, and Forza Italia, after Silvio Berlusconi's opening letter to dialogue.

While Matteo Salvini does not seem to trust too much and "challenges" Conte not to exclude the opposition "as done so far" and to take into consideration the Northern League proposals on "zero bureaucracy and flat tax".
