166 are the employees of an investee, Capital Work Spa (former Province of Rome) which, after 16 years of activity in support of the PA, will be rented for two years to another subsidiary of the Region, Laziocrea Spa. Then what will happen? This is the question that, like a woodworm, keeps the 166 employees of Capitale Lavoro Spa and their families awake at night. The future by definition is uncertain, then with unclear and improvised provisions with funds to be found, the nightmare is announced.
At a time when the central government is promoting policies of inclusion and support for workers, in the Lazio Region, the governor Nicola Zingaretti would be thinking of a solution that only makes her shiver: "rented workers ... with funds to be found from time to time".
Why Zingaretti does not speak, "collaborates" with the Minister of Labor Luigi Di Maio? Ah, right .... PD is in opposition!
Yet Minister Di Maio has already announced that 10mila will be the new professional figures throughout Italy, "the navigator", who will work at the ICC, for the most awaited measure, "the income of citizenship".
It is a pity, however, that the professional figure of the "navigator" includes a degree (Law, Economics, Education, Sociology, Psychology and Political Sciences). The competition announcement will be released in February.
6mila will be hired by ANPAL and 4mila from the regions scattered throughout Italy. Today at the CPI in Italy there are already 8 thousand employees that added to the 10mila navigator, we will reach the record number of 18 thousand units. The situation is critical, so much so that the trade associations have decided to apply directly to the Minister of Labor, Luigi Di Maio, given that the solution of the assignment in rental does not convince its own.
The USB, in a statement, has announced that Monday 28 January 2019 organized a sit-in in front of the Ministry of Labor to ask for the internalisation of all workers who work in the CPI and to make public the bad proposal made by Zingaretti & C.
"USB claims that Zingaretti's solution is a perversion of the labor market". The workers of the Employment Centers, which should guarantee a job to those who do not have it and that will soon be submerged by the tsunami of the income of citizenship, today fight for the workplace at the end of a fifteen-year tourbillon of reforms, counter-shaped and counter-counter-shaped".
The Union of the Base Union had already declared last December the state of agitation of the staff and today announces that the battle for the internalization of workers will continue at the forefront, without distinction, also in defense of the workers of Laziocrea SpA who operate in the other Lazio CPI.
Deepening internalization
The permanent staff in the CMRC (Metropolitan City of Rome Capital) is 3702 units, where the employees of Capitale Lavoro oscillate between 46, 48% of permanent employees of the former metropolitan area CPI.
The areas in which they lend the same professionalism as their permanent colleagues are: reception, enrollment, pre-selection, orientation, internships, online communications, apprenticeships, start-ups in the public administration, mobility, training obligation, social safety nets, SILD Service for Disabled Work (former compulsory placement).
Now having regard to Legislative Decree no. 150 / 2015 to respect i lep Essential levels of benefits, the workers of Capital Work in the CPI, have been funded these years, given the percentages mentioned above in the composition of the staff of the ICC, in order not to interrupt the services under the good performance of the PA, provided by the Constitution.
In addition, funding from 2016 is provided directly by the Owner and non-FSE (SERPAR funds).
The sentences of the Constitution Court are different after more than 16 years of residence of the Capital Work staff in the PA.
"In fact, this Court has repeatedly stated that the principle set forth in art. 97 Cost. Constitutional Court Judgment 40 / 2018 ... "Asking for internalization as soon as possible, as other solutions, could compromise the functioning and the good performance of the PA, especially in view of the imminent income of citizenship".
