Preferential insurance: repayments for 63 million euros by July and additional 134 million euros by December

The Ministry of Agricultural Policies announces that, in view of a requested contribution from farmers who have joined the subsidized insurance measure amounting to about 400 million euros related to the 2015 and 2016 campaigns, contributions of approximately 177 million have been disbursed to date euro (slightly more than 44% of the requested 400 million), in which the 66 million euro paid with Feaga funds for wine grape policies are not included, and that the control procedures are being completed the remaining requests, which will allow repayments for additional 197 million euros within 31 December 2018, thus ensuring more than 93% of the requested contribution.

The planned payments on the 2015 and 2016 campaigns are programmed as follows: 13 millions within 15 on June 2018; 30 millions within the 30 June 2018; 20 millions within the 31 July 2018; 51 millions within the 30 September 2018; 49 millions within 31 October 2018; 34 millions within 31 December 2018.

For the remaining applications, for a grant of approximately 26 million euros, partly to be formalized, the relative checks are in progress in order to align the data present in the system and proceed with the consequent payments.

With reference to the 2017 campaign which, based on the policies received to date, provides for a grant equal to about 170 million euros, the CAA and Defense Consortium systems must work hard to bring to completion the loading of certificates policy and to speed up the procedures for submitting support applications. In fact, compared to 125 thousand insurance plans of the 2017 campaign, only 31 thousand requests for support were presented. In this regard, it is important to clarify that only if the applications will be submitted within 31 July 2018, it will be possible to complete the control procedures and proceed with the provision of the reimbursements foreseen within 31 December 2018. The cooperation of all the players is therefore even more necessary to make 2017 payments as far as possible within the current year.

In order to cope with these needs and to manage a situation made extremely complex also due to the difficulty of obtaining documentation on individual production yields made in the five-year period prior to the insurance campaign, a task force was activated in which experts Mipaaf, Agea and Ismea participate, which continuously relies on the system of the Defense Consortiums and CAAs in order to ensure the constant monitoring of the situation and the management of all the problems of the Mammary that emerge on the basis of the controls in progress.

Lastly, Mipaaf informs that the call for subsidized insurance in the livestock sector and corporate structures will be adopted on 30 May 2018.
