Common action for agri-food chains and hydrological instability

MIPAAF, Bellanova writes to Provenzano: "common system action for the agri-food supply chains and the water plan against hydrogeological instability"

Act with inter-ministerial system plans to strengthen investments in Italian agri-food chains and those for the protection and safeguard of the territory with the water plan for agriculture and against bankruptcy.

This is the request made by Minister Teresa Bellanova in the letter already on Minister Provenzano's table, to direct and value FSC fund resources not yet allocated or not used by other departments, establishing a timetable for joint actions, Ministry of Agriculture and Southern Ministry and Territorial Cohesion, foreseen by the Masterplan "We plan the relaunch" and by the "Plan for the South".

A letter where Bellanova makes explicit plans and investments: € 350 million for the reinforcement of investments in agri-food chains "useful to finance all the projects already presented and construction sites, as well as offering new opportunities to companies that ask to invest, relaunch, plan the future of our country"; about 8 billion 500 million euros for the "Water Plan for Agriculture" to realize, to protect the agricultural territory and beyond, the important "amount of executive and definitive construction projects" already available from the Reclamation Consortia and irrigation bodies with a financial requirement, in the first application, of "at least 1 billion 600 million".

Bellanova moves from the Mipaaf Call of January 2018 for supply chain and district contracts, funded in part by the Development and Cohesion Fund for € 210 million in non-repayable funds in addition to the 292 million of CDP Fri Funds: 52 project proposals received for over € 1,3 billion of total investments and financial resources only for the first 35 projects that have arrived. "Despite the complexity of the moment and the request for extension by some companies", underlines the Minister, "the administrative activity is fully underway. 18 supply chain contracts have already been signed, 14 are in the final phase for the subscription, the remaining are under evaluation. A transaction that altogether develops over 870 million euros of private investments, of which 80% concentrated in the Regions of the South. An agro-industrial policy action that strengthens the links between agricultural producers, breeders and processors and marketers and which would be really important for us to be able to increase by at least a further 350 million euros, to be identified among the resources of the FSC fund not yet allocated or not used by other departments, with which to finance all the projects already presented and construction sites, as well as offering new possibilities ".

Similar method for investments of the Water Plan for Agriculture, keywords: “addressing the climate crisis, the effects of which in the medium term could be worse than the current crisis, and a delay inherited from the past. It is time to intervene, with certain times and resources ".

"With the incentive policies implemented by the Mipaaf in recent years," recalls Minister Bellanova, "the Reclamation Consortia and the irrigation bodies have finalized an important amount of executive and definitive construction projects capable of ensuring correct hydraulic regulation in their respective territories, helping to counter the hydrogeological risk, climate change, the excessive consumption of soil now very high in our country.

The executive and definitive projects are over 3 thousand 600 for an amount of approximately 8 billion 500 million. To which must be added extraordinary interventions for the completion and maintenance of the water collection basins for mainly agricultural use, for an overall capacity of approximately 1.950 million cubic meters ".

A real strategy against hydrogeological instability: "as regards the financial needs", concludes the Minister, "in the first application it would be necessary to ensure at least 1 billion 600 thousand euros".
