The minister's appeal after the discontent recorded in the school environment, by those who will be at the forefront in September with the announced reopening of schools.
The school directors, the principals, are on a war footing. They have to organize everything with unclear guidelines that tend to delegate all responsibilities to the local level. Therefore, they feel all the responsibility on them and not only the operational one but also the criminal one. They don't want to hear about the penal shield for them in the government. The proposal is to establish the figure of "competent doctor", Precisely to make all the management of possible outbreaks of contagion within the school complexes fall on him. Naturally the competent doctors will not be able to be included in the school staff, about 8000 would be needed, they will be appointed among the doctors of the territorial ASL. The competent doctor will therefore have to organize the crisis event, when a student or teacher positive to CoviD-19 is discovered at school.
The president of the National Presidi Association (ANP), Antonello Giannelli, who threatened to get in the way of the schools that, under these conditions, would not reopen, directly raised the tone of the protest. The teacher unions also echoed him.
In the meantime, the tests for teachers and staff have started while the Ministry of Health is organizing a response plan with the Regions in the event of a contagion among students, professors or even families. The solution of preparing molecular tests in real time through the ASL is also being examined. However, there has been some slight openness to the criminal liability of the principals: the Government could provide some clarification in this regard without however guaranteeing a real criminal shield. The Scientific Technical Committee is also at work. Wednesday will speak on the distances to be kept and on the use of masks in class. Another problem is that of the single desks, they have not yet been delivered to schools, even if the super commissioner Arcuri has promised to start distribution starting from 1 September.
If all goes well, distance learning will be the only solution….
In the meantime, the news is circulating on the net that if a pupil is positive for the coronavirus he is detained by the authorities for the appropriate health protocol: parents can no longer see their child in this way.
