Caserta. Operation easy licenses of the State Police

In today's morning, personnel from the Caserta State Police executed the order for pre-trial detention, issued by the Judge of the Court of Santa Maria Capua Vetere, at the request of this Public Prosecutor, against 13 persons.

The restrictive measure in question was adopted following a complex investigation in the 2015 delegated by this Public Prosecutor and conducted for about 3 years by the Caserta Squadra Mobile, together with the DIGOS, with which a criminal association was disarticulated permanently committed to the corruption of public officials and to the alteration of administrative procedures for the issue of driving qualifications.

In fact, through a mechanism that provided for the payment of a sum of money that ranged from 1300 to 2500 euros, the criminal organization guaranteed the interested party on duty to obtain a driving license thanks to previous corrupt agreements reached both with the director and with some employees of the Civil Motorization of Caserta.

In detail, during the investigation the figures of FERRARO Silvestro, owner of the driving school "Silvano" of Marcianise (CE) (formally held by his wife IPPOLITO Assunta) and of AURILIO Gaetano, former director of the MCTC of Caserta, as promoters and organizers of the association de qua.

Just the FERRARO and the AURILIO received sums of money from the candidates for the issuance of the driving license in order to "make up" the exam tests.

Part of the proceeds were then used for the corruption of Motorization public officials in order both to omit checks on the identity of the participants in the tests and to alter the examination reports.

The operation also involved some driving school owners who, as organic members of the criminal association, hijacked candidates in an exam session rather than in another in order to intercept the compliant commission.

The aforementioned, direct users of sums of money given by Ferraro Silvestro and the owners of other agencies, had the task of preparing and allowing the participation in the examination sessions of specifically identified subjects and conducted on site, omitting, during the tests, to carry out the prescribed checks on the identity of the candidates present and thus allowing the participation of members with the role of substitutes or advisers.

On the basis of the investigative findings collected, the AG issued the precautionary measure indicated in the introduction and as follows:

  7. IADICICCO Francesco, born in Marcianise (CE) the 27.06.1993;
  8. BARBATO Antonio, born in Piedimonte Matese (CE) the 06.12.1958;
  • precautionary custody of house arrest against:
  1. FERRARO Francesco, born in Maddaloni (CE) the 22.10.1996;
  2. LONGOBARDI Raffaele, born in Caserta, the 16 / 10 / 1951;
  3. FUSCO Pasquale, born in Caserta the 22.06.1970;
  4. AURILIO Gaetano, born in Bellona (CE), the 07.03.1954;
  5. MALAJ Xhoni, born in Albania the 18.02.1978.
