Italian bail of 5000 euros for migrants awaiting repatriation from safe countries while Germany finances NGOs

(To Francis Matera) There is the EU umbrella on the implementing decree signed by the minister Crying himself which provides a kind of deposit of around five thousand euros for migrants who come from a country considered safe, such as Tunisia for example. An unorthodox way offered to new arrivals to avoid the new centers foreseen by the Cutro decree on the model of the one in Pozzallo (it's not about Cpr). The implementing decree was countersigned by the ministers of Justice and Economy Carlo Nordio e Giancarlo Giorgetti.

The Cutro decree provides for migrants who come from countries considered safe to have accelerated repatriation procedures in the event of a denial of their asylum application. The countries considered safe by the decree are sixteen and listed (in primis) Tunisia, Morocco, Nigeria, Algeria, Ivory Coast and Gambia.

According to the Cutro decree, the process for applying for international protection must last a maximum of four weeks. During this period he will have to wait in an administrative detention center. A sort of limbo where, unlike the CPRs - repatriation centers - there is the hope of being able to receive asylum from the EU.

To avoid the four-week period, the migrant, while awaiting the decision, may decide to deposit a type of security to the Government through a bank guarantee or insurance guarantee policy.

Should the application be rejected, the deposit will be returned to the migrant before the expected repatriation. In the case of undue removal, the competent prefect of the area, as stated in the decree, will be able to proceed with the enforcement of the "security".

The decree, however, exposed the side of the Government which was accused by the opposition of having introduced a kind of State bribe.

Germany finances NGOs that work to rescue migrants at sea

One of the spokespersons of the Berlin Foreign Ministry announced to ANSA an imminent financing for a project on shore assistance in Italy for people rescued at sea and another from a non-governmental organization on rescue measures at sea.

Palazzo Chigi immediately revealed the Italian executive's irritation, expressing great amazement and adding that Rome will immediately contact the German authorities for clarification.

At the beginning of June the newspaper Der Spiegel he had written that the Foreign Ministry was about to support Yong United4Rescue as done for Sea Watch, SOS Humanity and Sea Eye.

To confirm the operation, the German ambassador in Rome Hans Dieter Lucas had reported, in unsuspecting times, that he had signed a new project on migration with the general secretary of the Community of Sant'Egidio, Cesare Zucconi.

However, the community clarified yesterday that the agreement will serve to support reception and integration projects for migrants who have already arrived on Italian territory and not for rescue at sea.
