In the new PNRR law decree, approved today by the Council of Ministers, the following measures are present, upon proposal of the Ministry of Education and Merit, which can be summarized in four points:
1) Simplifications for the ITS Academy: meeting the requests of the regions and foundations, greater flexibility will be allowed for the national financing fund, the use of which will be possible for a greater number of purposes (existing offices, management costs, etc. ). Furthermore, for the duration of the PNRR, the regions will be exempt from the obligation of co-financing, by virtue of the allocation of the funds provided for by the PNRR measure "development and reform of ITS", which provides for a total investment of 1,5 billion for the ITS Academy.
2) Measures resulting from the postponement of the implementation of the recruitment reform and other simplifications:
- PNRR workforce and Southern Agenda: this measure will facilitate the extension of ATA contracts financed by PNRR resources, providing that payments can be made centrally through NOIPA.
- Specialization paths: the regulatory framework relating to access to specialization paths on support positions for lower secondary schools is harmonised, in light of the reform of teacher recruitment, providing that access is no longer necessary possession of another qualification.
- Orientation system: the orientation advice issued by educational institutions to students in the third year of secondary school is enhanced, by delegating the adoption of a single national model of orientation advice to a decree of the Minister, to be integrated into the E-Portfolio.
- Recruitment faculties: the possibility is envisaged that, by decree of the MIM in agreement with the MEF, the anticipation of hiring also relating to subsequent years is permitted. This tool will allow you to manage any misalignments between the hiring faculties and the intermediate objectives of the PNRR.
3) Technical and professional institutes: the process of reforming technical education is facilitated (started with legislative decree no. 144/2022).
4) Higher education school: the operational difficulties of the higher education training school are overcome and, at the same time, a greater connection is established with the Ministry of Education and Merit, thus also achieving a saving resources.
