The Council of Ministers, on the proposal of the Minister for simplification and public administration Maria Anna Madia, has definitively approved three legislative decrees implementing the Public Administration Reform Act (7 August 2015, No. 124).

Below are the main measures introduced for the Armed Forces and the Police.

1. Roles of police forces

Provisions regarding the revision of the roles of police forces pursuant to Article 8, paragraph 1, letter a), of the 7 law 2015, X.XMIXX, on the reorganization of public administrations

The measure accomplishes the revision of the roles of the four police forces (State Police, Carabinieri Weapons, Finance Guard Corps and Prison Police Corps) by introducing provisions to improve the efficiency of the institutions responsible for the protection of citizens' And defense of the country and to enhance the professionalism and merit of the staff.

In particular, the overall reform of the law is aimed at:

- the adjustment of the overall staffing resources, making them corresponding to the actual number of staff in service and remodeling them within the various roles;

-the adjustment of the order to simplify and rationalize it, also through the remodeling and enhancement of the training path, as well as the reduction of the time for the completion of the procedures;

- the expansion of career progression opportunities through the enhancement of merit and professionalism, as well as length of service;

- the elevation of the qualification for access to the initial qualification of the basic role, providing for the possession of university qualifications for participation in the competition or for the entry into service, after the initial training course, in careers inspectors and officials and officers;

- the strengthening and expansion of the functions, in particular, for personnel with qualifications and top levels of the role of agents and assistants, superintendents and inspectors, with the consequent intervention on the economic treatments connected to the new functions and responsibilities;

- the enhancement and adaptation, in particular, of the careers of inspectors and officials and officers, through their professional qualification, respectively, directive and managerial, consequent to the strengthening of functions;

- the adaptation of the discipline of the management and the related treatments, with the overcoming of some institutes dating back over time.

2. National Fire Service

Provisions with amendments to Legislative Decree 8 March 2006, n.139, concerning the functions and duties of the National Fire Service, as well as the 13 2005 217 legislative decree, n.XNUMX, concerning the ordination of the staff of the National Guard Corps Fire, and other rules for optimizing the functions of the National Fire Service

The decree enhances the effectiveness and efficiency of the National Fire Service, also in the light of the skills transferred from the Forestry Corps, in the field of active fight against forest fires and their airplanes being switched off.

To this end, the text revises and restructures the body's organizational structures, regulates the duties and tasks of public relief, fire prevention, civil defense and forest fires, and modifies the staffing arrangements for unrequited aspects To national collective bargaining, so as to ensure their unified legal coherence and the promotion of the professional qualities of their staff. As part of the strengthening of the public relief system, training activities are also promoted in order to improve the services provided to citizens.

EFFICIENCY AND VALORIZATION OF ARMED FORMS

Arrangements for the reorganization of the roles and careers of Armed Forces personnel, pursuant to Article 1, paragraph 5, second period, of the 31 Dec. 2012 Decree no. 244 (Legislative Decree - Final Examination)

On the proposal of Defense Minister Roberta Pinotti, the Council of Ministers approved, by final examination, a legislative decree that, in implementation of the 31 Dec. 2012 Decree n.244, which provides for provisions for the reorganization of the roles and careers of the Personnel of the Armed Forces, in a context of equating their order with that of the civilian police forces.

The measure enables the role of the various roles, in particular the initial and intermediate roles, to be enhanced, in line with the new needs of the military instrument, redesigning training paths and career prospects, and ensuring a level of remuneration consistent with the responsibilities , Through the use of differentiated tools.

In a context of attention to merit, professionalism and individual commitment, the decree, which concerns the various categories of military personnel of the Italian Army, the Navy, including the Body of Harbor Masterpieces, Military Air Force, Arms of the Carabinieri and the Corps of the Guardia di Finanza, intervenes in the field of recruitment, legal status, salary parameters and advancement of staff, also identifying new opportunities for progression through concourse procedures.

The text takes into account the conditions and observations made by the parliamentary committees following the first approval by the Council of Ministers. In particular, with reference to the social security system, it is expressly envisaged that the economic improvements resulting from the new provisions will only apply with reference to the seniority payable from the date of entry into force of the decree.
