The Coronavirus bis decree, passed by the Council of Ministers last Friday and in force since yesterday, costs approximately 420 million euros in 2020 and 1,380 million euros per year since 2021. The government has included coverage cuts to the air defense program for the construction and supply of Eurofighter fighter, and cuts to the fund for hiring staff in public administrations, including Police and Firefighters.
In article 36 of the Coronavirus bis decree, assigned to the Senate to begin its conversion process, measures are foreseen to cut shares of the budgets of the various departments. It starts with € 30 million in 2020 which are taken from MEF and Mise funds. Another 20 million in 2020 derive from a cut in the allocation of the Efa program for the construction of the Eurofighters "to guarantee a qualified level of the Italian presence in aeronautical programs of high technological content, connected to the needs of the national air defense and implemented in the context of the Union European.
The Government then identified another 360 million in 2020 as a hedge from the Fund for indifferent needs connected to interventions that do not have effects on the net debt of the PAs set up a month ago by the tax dl Cuneo. The newborn fund has a total budget of 589 million euros, and is therefore more than halved. Another 5,056 million euro for the year 2020 and 386 thousand euro per year from 2021 onwards are found with a cut to the bottom of the Mef, established with the 2018 Stability Law, which serves for the financing of the hiring of permanent staff, in addition to the hiring faculties provided for by current legislation, in the administrations of the State, including the Police Corps and the National Fire Brigade, agencies, including tax agencies and the Italian Agency for Development Cooperation, non-economic public bodies and public bodies.
Still, 420 thousand euros per year starting from 2020 are found with a cut to the Fund for the compensation of the financial effects not provided for by current legislation. Finally, with regard to 2,798 million euros in 2020 and 579 thousand euros per year from 2021, the coverage is identified in terms of needs and net debt from the use of the greater revenues deriving from articles 19 (absences in the Public Administration), 22 (Police Functionality , armed forces and firefighters) and 24 (medical and paramedical staff) of the same decree.
Air Force Eurofighter program
Ordered by nine air forces, the Eurofighter Typhoon has already performed over 500.000 flight hours, including operations in several NATO air defense and operational theaters. The Eurofighter is a latest generation fighter, the most advanced fighter aircraft ever developed in Europe, capable of offering wide-ranging operational capabilities and unparalleled effectiveness in the Air Defense sector. The inclusion of these aircraft in the national alarm service, guaranteed by the departments of the Air Force for Air Defense 24 hours a day, 24 days a year, allows to provide greater capacity to that complex device which, in a few minutes , ensures the take-off of fighters to intercept and identify any suspicious air tracks detected by the radar. The Typhoon was born from a collaboration project between Italy, United Kingdom, Germany and Spain and, for the defense giant Leonardo, sees the industrial participation of the Aircraft Division (365% share of the program and final assembly line in Caselle, Turin) , BAE Systems and Airbus Defense & Space. The program also involves the Electronics Division, which brings Leonardo's total industrial share in the program to 19%.
