"So far the government has told citizens what to do and has closed everything on their shoulders. We got tired of paternals, approximations and sermons. It is time for the government to do what it needs to return to normal. We have developed a 10-parameter plan to be analyzed in order to have a transparent, clear and Phase 3 management that allows citizens to resume their lives by opening companies and schools".

Carlo Calenda launches with his Action party a program that ferries Italy to a hoped for Phase 3 "starting above all from the awareness that, in the face of different regional situations, it is essential to plan a differentiated reopening both for the Italian regions and for the various production sectors within the individual regional contexts".

Programmable and achievable diversifications, according to Calenda “taking as reference 10 parameters, based on the availability of epidemiological and statistical data of a health nature and on the availability of information about the structural and instrumental endowments of the individual regions for emergency management".

These are key points listed in a logical order and not of importance "since it is the set of these that demonstrates the level of security of a region or nation with respect to Phase 3 of the epidemic emergency". So, to cite a few points, from the transmissibility index and percentage ratio of Covid positives on inhabitants, to serological tests and swabs, rooms for isolation and masks, general practitioners and digital contact tracking. "The proposed system has numerous advantages -concludes the Action leader- objectivity and transparency; awareness by citizens; indication to the Region of the necessary health requirements, corresponding to activities to be implemented; clear regulation in case of a new epidemic peak. A real seat belt to live safely with the virus".
