Coronavirus, Italy in the grip of contagion, risk of assault on supermarkets, bureaucracy and treatment of infected waste

It is evident that in such an emergency the regions of the South are at high risk".

The same fear had been expressed to the Government, weeks ago, also by Copasir (Parliamentary Security Committee), chaired by the League, Hon. Raffaele Volpi.  A concern whispered to the Committee directly by our Services. Regarding our Information and Security Services, the Hon. Volpi two days ago through a press release, he had denounced that the precious intelligence information, essential for political decision-makers, they can't get to the Prime Minister Giuseppe Conte "immediately", especially in this period of national emergency. In this regard yesterday, the Hon. Raffaele Volpi, has made it known, on the basis of our services, that there would be massive activity against Italy and most European countries "infodemic"(Fake news), by external state bodies. The matter will be carefully analyzed by the Committee.  On the subject it is known that the Russians are very skilled in this practice.

Another no less destabilizing problem is the "tam tam" that is starting on social media, on the lack of money available to families and the inability to buy food. A complaint, started in a manner spontaneous, isolated, but which could generate an inappropriate social alarm, at this moment already in itself critical and emergency.  

A confidential report from AISI (intelligence for the internal security of the Republic), arrived at Palazzo Chigi,  warns of a potential danger of spontaneous or organized revolts and rebellions, especially in Southern Italy where the underground economy and the widespread presence of organized crime are two of the main risk factors.

"If my daughter can no longer eat a piece of bread we will go to assault the supermarkets." Thus, with a video message posted on facebook, which immediately went viral, a father, with his little daughter at his side who eats a nutella sandwich, has threatened to go out into the street because the money for shopping is running out. The heartfelt appeal was  addressed directly to the Prime Minister, Giuseppe Conte so that the funds to cover the redundancy fund arrive as soon as possible. "We will not wait, April May ..."

The problem, according to analysts, is in the south, where the black market employs a good portion of the population (about 4 million people) and the risk that there may be an escalation of the phenomenon is far from averted. 

The other day another demonstration that attracted the attention of the Committees for Security and Public Order: "Just stay home, we have no money to pay, we have to eat”, A group of people like this inveighed at the checkouts of Lidl, with carts full of shopping.

In Bari, the commissioner Francesca Bottaloci went to bring food to a family who had posted a video while shouting from the balcony of their house: " We have no more money, we no longer have anything. Come and see". 

Last Thursday there was an attempt to ransack a supermarket in Palermo, which had left  from a Facebook group, "National revolution". The same group has launched another appeal: "Who is ready for war on April 3 write it below and let's join. To make us feel we have to raid supermarkets as they do in Syria and Spain. This is the real protest, so they understand what we've come to". 

In the field  the mayor of Palermo had to get off directly  did not rule out the  risk that the mafia could lead the revolt. 

Infectious waste risk

In order not to miss anything, another alarm makes sleepless nights for many mayors: "Alarm of infected waste which, according to virologists, in the undifferentiated they spread the contagion. Let's talk about waste from homes where there are infected people and which are treated at home.

In this regard, the ISS (Higher Institute of Health) and ISPRA (National Institute for Environmental Protection and Research), in two official documents, pronounce on the management of the waste of infected patients treated at home,  according to the dictates of Presidential Decree 254/2003 for the production of waste. The patient's home, as stated in the indications of the two institutes, must be treated as a doctor's office. In concrete terms, it means that specialized operators should periodically collect the medical waste contained in special bags and containers to be disposed of later in dedicated plants.

This is the protocol strictly followed in hospitals, but which in these days of the epidemic is not adopted with regard to patients with positive swabs admitted to their home.  A very serious gap, not to be underestimated.
