Simplification bill: stop diploma mills, greater educational continuity on support

Valditara: “Our priority is to put the student back at the centre”

The Simplification bill has been approved by the Council of Ministers, containing a series of measures affecting education, from the fight against the phenomenon of "diploma factories" to greater educational continuity for students with disabilities, from the further de-bureaucratization of online registration procedures by families to strengthen the 0-6 year old system.

“Our goal is a modern school that puts the student at the centre, guaranteeing quality paths and simplifying the lives of school staff and families”, declares the Minister of Education and Merit Giuseppe Valditara. “With the measures on the so-called diploma factories we aim to prevent phenomena of illegality and abuse, which damage first and foremost the students and with them the entire national school system of which healthy private schools, which are the vast majority, are a precious resource”. 

“Of particular importance”, continues Valditara, “is the intervention on the Support front, which for us represents a necessary response, although not yet exhaustive, to the needs of students with disabilities: families, if they deem it appropriate, will be able to request confirmation of the temporary teacher on the Support chair, with the consent of the teacher and if the assignment of a permanent teacher has not occurred. The need is to allow the student to benefit from teaching continuity, which is a fundamental safeguard for the learner-teacher relationship and for the quality of learning".   

Below is a summary of the main measures approved.

At most two years in one. Stop the proliferation of collateral fifth classes

It is expected that the competent Regional School Office can authorize a private school to activate only one collateral terminal class for each course of study already functioning in the same school. The request for authorization must be received by July 31st prior to the start of the relevant school year. The student can take, in the same school year, at a school in the national education system, the suitability exams for a maximum of two years of the course following the one for which he obtained admission as a result of the final exam. It also specifies the obligation for all educational institutions of all levels, including private schools, to adopt the tools of the electronic report card, the online register and the IT protocol.

Private schools

Further measures are aimed at simplifying the procedures for accrediting contributions by the Ministry, reducing the burdens borne by the public administration and preventing institutions in good standing from finding themselves in financial difficulty due to delays in accreditations.

Confirmation of fixed-term teachers on support positions

We intervene on legislative decree n. 66/2017, in order to guarantee educational continuity for pupils with disabilities. The proposal aims to introduce a mechanism aimed at confirming, upon request of the family, the support teacher (substitute on 31 August or 30 June) in service in the support place in the previous school year, without prejudice to the availability of the place and subject to operations relating to staff with permanent contracts.

Electronic registrations

Starting from the 2024/2025 school year, registrations for the first and second cycle of education will be carried out electronically through the new single platform "Families and students", created by the Ministry of Education and Merit to create a unified channel access to information held by the Ministry itself and by state scholastic and educational institutions, in order to simplify the provision of educational services.

In order to relieve families from the burden relating to the production in paper format of the certifications or qualifications already obtained, the new registration system created on the platform will allow state educational institutions to directly acquire the data and documents necessary for the purposes of registration, which are already in the possession of the Administration.

Simplifications to the system 0-6 years

Simplification measures are introduced with reference to the integrated education and training system from birth to six years, aimed at:

  • clarify the distinctive characteristics of the educational service for children;
  • define the roles of the State, Regions and local authorities in monitoring the resources of the Zerosei National Fund. Currently this division of responsibilities is provided for only in the multi-year national action plan;
  • simplify and speed up the adoption of the multi-year plan, currently adopted, subject to agreement in the Unified Conference, with resolution of the Council of Ministers;
  • clarify the validity of the qualifications for access to the profession of educator of educational services for children acquired in relation to the previous legislation.
