Gianni Marilotti from M5S says: "only the 20% of our senators approve the decree but the no would lead to a vote". From the Democratic Party, instead, the secretary Nicola Zingaretti attacks precisely the pentastellati: "Thanks to the Five Star slaves, Italy is more insecure".

The Minister of the Interior "may limit or prohibit the entry, transit or stopping of ships in the territorial sea" for security reasons, when it is believed that the consolidated act on immigration has been violated and the crime of "Facilitation of illegal immigration".
Salted fines for the NGOs. In case of violation of the previous provision, the master of the ship faces a penalty ranging from 150.000 to one million euros. As an additional sanction the seizure of the ship is envisaged
Arrest in the act of the ship's captain. The captain of the ship, if he contravenes the prohibition provided for in point 1 and does not stop at the stop imposed by the Coast Guard, can be immediately arrested.
Funds for the fight against illegal immigrants. Expected a fund of 500.000 euros for the 2019, 1 million euros for the 2020 and 1,5 million euros for the 2021 for the fight against the crime of aiding illegal immigration and for undercover police operations.

Anyone who launches or illegally uses rockets, flares, fireworks, firecrackers, smoke bombs, stinging gases during the demonstrations is punishable with imprisonment from 1 to 4 years. or sticks, clubs, blunt objects or otherwise capable of offending. A rule that seems designed to oppose the No Tav movement in particular.
Strengthened penalties for protesters. More severe penalties for crimes committed during demonstrations and the fact of committing the crime of violence or threat to a public official, resistance to a public official or violence or threat to a political, administrative or judicial body becomes an aggravating circumstance if committed in the course of demonstrations. Finally, there is no longer provision for filing for "slight tenuousness of the fact" for those who commit crimes of violence, insult or resistance to a public official ".
Damage to movable or immovable property.Anyone who destroys, scatters, deteriorates or renders in whole or in part useless things movable or immovable in others on the occasion of demonstrations in a public place or open to the public is punished with imprisonment from 1 to 5 years.
Daspo strengthened for sporting events. In sporting events, the Daspo is foreseen, the provision that prohibits entry into the facilities, for "those who are reported for having taken an active part in episodes of violence against people or things during or due to sporting events, or who in the same circumstances have incited, praised or induced violence; for "those who appear to have engaged, even abroad, both individually and in groups, in conduct aimed at actively participating in episodes of violence, threats or intimidation"; for "those who are reported or convicted, even with a non-definitive sentence, during the previous five years". There is also provision for imprisonment from 6 months to 5 years against those who commit acts of violence or threats against referees and other subjects who ensure the technical regularity of the events.
New hires. The Ministry of Justice is authorized to hire up to 800 people, with a fixed-term contract of one year, as non-executive administrative staff and to allocate "3.518.433 euros for 2019 and 24.629.026 for 2020".
Food stamps and uniforms for the police. Police meal vouchers have been increased from 4 to 7 euro and resources have been allocated for improving and changing the clothing of staff.
Extraordinary increase for firefighters. Increased the annual number of hours of overtime for firefighters. The increase will be of 259.890 hours in the 2019 and 340.000 hours starting from the 2020.
Short and tourist rentals. For those who stay less than 24 hours in a structure the communication of the generality by the managers must take place within 6 hours from the entry and not within the 24 as now. The entry into force of this rule, however, is subject to a decree of the Interior Ministry which will have to provide for the methods of electronic communication to the police headquarters.
