Defense and global challenges, with the DPP 2021-23 the future of our Armed Forces

Il Ministry of Defence announced the approval of the Multiannual Planning Document (DPP) of Defense for the three-year period 2021-2023. The DPP is an important programmatic reference used by the head of the Dicastery to illustrate to Parliament the expenditure forecasts for the next three years.

So the minister, Lorenzo Guerini commented on the approval of the important document: "The programs of technological innovation, international cooperation and high strategic value are essential elements to guarantee the effectiveness of the national military instrument and make it capable of adapting to the continuous challenges of a constantly evolving global scenario"

The most interesting aspect is that the DPP is a document "Open source", entirely downloadable from the Defense website, where every citizen can obtain information on the activities and needs of the military facility. A transparent and much appreciated way to share government choices in matters of national and international security and defense with the community.

Indeed, the DPP describes the national commitment in the global context, outlining the evolution of the strategic framework, the role of Defense in the main International Organizations (NATO, EU and UN) and the operational commitments of the military instrument abroad and on National territory.

Development of the military instrument. Having identified the strategic directions, the main operational needs and the descending lines of capacitive development, the document lists 85 programs expected to start in the three-year period 2021-2023 and presents an update of the framework relating to the 115 programs already in operation.

Among those starting, 7 programs defined "Flagship" They are considerate strategic for Defense, as they are characterized by high opportunities for international cooperation, high technological value and strong imprint from a capacitive and industrial point of view. They will be financed thanks to the Fund relating to the implementation of the Multi-year Investment Programs for the needs of National Defense, provided for by the 2021 Budget Law.

Defense "Flagship" programs, large projects often with large margins for development in international industrial cooperation, concern the participation of Italy, alongside the UK and Sweden, to the program of the 6th generation FCAS / TEMPEST aircraft; the acquisition of capacity for data sharing based on the concept of Defense Cloud; the development and acquisition of a new Amphibious Armored Vehicle; the modernization, renewal and enhancement of the national air and missile defense capability; the acquisition of radar for air defense systems (FSAS / PAAMS); the acquisition of new destroyers (DDX); Italy's participation in a program for the development and acquisition of a new combat system for the Infantry.

Finally, the Document also contains specific in-depth studies dedicated, among other things, todefense commitment inCOVID-19 emergency and the Fund relating to the implementation of Multi-year Investment Programs for the needs of National Defense.

On the aspect of size defense industry the minister Guerini signed a dedicated directive, highlighting in this regard that “The aerospace, defense and security industry represents one of the most competitive Italian industrial realities. A wealth of knowledge and qualified employment in which an important part of Italy's sovereignty resides, as well as its belonging to the circle of technologically and economically advanced countries ".
