Diploma factories, Valditara: "Extraordinary supervisory plan and ad hoc measures"

“To combat the phenomenon of diploma mills, the Ministry has launched an extraordinary supervisory plan, while on the legislative front we are working on measures that avoid the reproduction of distortions in the system”. Thus the Minister of Education and Merit, Giuseppe Valditara. 

The extraordinary supervisory plan provides for the intensification of controls by the inspection panels. The latter are ascertaining, in particular in some areas of Campania, Lazio and Sicily, the possession of the legal requirements for the recognition and maintenance of the status of private school, verifying among other things that the students regularly attend the activities teaching, that administrative and accounting procedures are respected, that the educational paths required by the school system are activated and that regular employment contracts have been signed for teachers and ATA staff. 

Furthermore, as part of a forthcoming government bill, various regulatory measures are currently being presented which provide for: the adoption of the electronic register and protocol to certify the attendance of students and prevent the registration on an earlier date of registrations which Subsequently, the numerical limitation to the constitution of secondary fifth classes takes place - with the discipline, moreover, of a specific authorization procedure with certain terms -, the identification of the minimum number of students for the constitution of the classes of the various years of the course and the carrying out suitability exams for no more than two years of the course in the same school year, with the provision of an exam commission president external to the school. It will therefore no longer be possible to recover three or four years of secondary school with a single exam, as is often advertised online. 

Added to all this is the imminent signing of a Memorandum of Understanding with the Financial Police which aims to strengthen investigation activities.  

“These are fundamental and non-postponable interventions, which will allow us to enhance the role of the many private schools that operate correctly within the national education system”, concludes Valditara.
