School administrators, MIM and trade unions sign hypotheses of a supplementary national collective agreement

Valditara: "Put order in a system characterized by unfair and unjustified salary differences"

The Ministry of Education and Merit and the trade union organizations of the school management have today signed the hypothesis of a National Integrative Collective Agreement (CCNI) for the identification of the levels of complexity, the criteria for allocating and using the resource constituting the Single National Fund (FUN), between the quota destined for position remuneration and the quota destined for result remuneration, for the 2023/2024 school year.

Minister Giuseppe Valditara expressed full satisfaction with the conclusion of the negotiations, which concluded with the unanimous agreement of the trade union parties. "The new contract brings order to a system characterized, until now, by unfair and unjustified salary differences between school managers, by the uncertainty of salaries and by situations of serious delays", declared the Minister.

A generalized and stable improvement in salaries is expected thanks to the increase in the position of the variable part, linked to the complexity of the educational institutions, and at the same time it is guaranteed that no Manager of the over 8.000 schools on the national territory suffers salary decreases compared to the current situation.

A new model has therefore been launched compared to the past, thanks to which the contract is signed in good time for the start of the reference school year and before the start of the mobility procedures. In this way, School Managers are allowed to make a conscious and informed choice of place of employment.

The new national system is made up of three salary ranges, for the position of variable part, the amounts of which are better than the current existing levels:

  • Bracket A: 21.600 euros;
  • Band B: 17.600 euros;
  • Band C: 13.600 euros.

This positive change was possible thanks to the savings that the MIM was able to find as a result of a specific regulatory measure introduced with the 2023 Budget Law.

Thus, the Minister's commitment to guaranteeing school managers the proper recognition of their managerial role is confirmed, also through an increase in salary levels, in consideration of the strategic commitments that the category is called upon to support in order to ensure the proper functioning of the school system .
