Defense amendment: two top figures for administration and armaments. Military advancing even if indicted

(by Francesco Matera) In a single figure, the Secretary General of Defense and National Secretary of Armaments, everything that orbits the Ministry of Defense with regard to issues related to the administrative, legal, economic, disciplinary, insolvency and procurement aspects that it is perhaps the most important part because it is dedicated to the purchase of new weapon systems.

In just one super manager so much responsibility and above all an excessive workload to be able to follow with the necessary forethought all the processes which then lead to the acquisition of new armaments for our armed forces. Hence the decision of the current executive to proceed with the division of offices: on the one hand the secretary general of defence and on the other a national armaments director. The secretary general of defense may also be a civilian executive, while the position of director of armaments will remain the prerogative of the military sphere only.

The government has therefore presented an amendment to the PA decree, to be examined by the Labor and Constitutional Affairs commissions of the Chamber which will arrive in the Chamber on Monday 5 June.

The amendment wants "define the overall features of the reorganization of the Ministry of Defence», introducing the necessary remodulations to separate «the tasks and duties of the Secretary General of Defense from those of the national armaments director».

Minister Crosetto reminds the oppositions who have raised the barricades on the provision that the division of roles had also been supported by ministers Roberta Pinotti (Pd) and Elisabetta Trenta (M5s) and recalls that the same division of roles is present in almost all departments defense of democratic countries. Splitting the offices, according to the government, is a "strategic" intervention to protect the "necessary effectiveness and promptness" that the Defense is called upon to provide. Crosetto also specified that the idea of ​​splitting the offices had been under study for years and had already been envisaged for the first time in the 2015 White Paper for International Security and Defense and in the bill presented then by Defense Minister Pinotti .

The amendment also intervenes on another thorny issue concerning the impediments to the advancement to higher ranks of soldiers indicted or admitted to alternative rites for intentional crimes. With the amendment the effects of the impediments only after a conviction in the first instance.
