Army: "Green Barracks" for an avant-garde Armed Forces in a modern country

Today, at the Auditorium "Andreatta" of the Centro Alti Studi per Difesa, the conference "Green Barracks - for an avant-garde Army in a modern country", a technical-informative event promoted by the Army General Staff, with the support from the Chief of Defense Staff and the full support of the Minister of Defense, to illustrate, as already explained during the hearing at the Defense Committees of the Chamber and Senate, the study and projects for the realization of large modern infrastructures throughout the territory national.

The initial interventions of the Minister of Defense, Dr. Elisabetta Trenta and the Chief of Staff of the Army General of the Army Corps Salvatore Farina, anticipated the reports of experts and sector technicians from both the academic world and institutions between which the Director of Works and State Management, the Division General Massimo Scala and Dr. Antonio Caponetto Director of the Territorial Cohesion Agency, moderated by Dr. Marco Ludovico, journalist of "IlSole24Ore", under the direction of the General of Vasco Angelotti Division, Head of the Infrastructure Department of the Army and with the presence of the Undersecretaries of State for Defense.

The Minister of Defense, Dr. Elisabetta Trenta expressed her appreciation for a project that fully reflects the guidelines of her Dicastery's leadership: “Today our fundamental objective is to give centrality to the personnel of the Defense, of to guarantee the legitimate expectations of our men and women, military and civilian, on issues that affect their daily lives. This is one of the key points of the Government Contract that we wanted to expressly mention to improve and make the Defense sector more efficient ".

In his speech, General Farina wanted to underline how the situation of the Army infrastructure park requires the adoption of extraordinary measures in which the "Green Barracks" project constitutes an essential strategic goal. The barracks designed to receive important and innovative redevelopment interventions are located near training areas that minimize training costs, and will ensure that all the base personnel are safer working environments; moreover they will allow to accelerate the rationalization of the Army infrastructure park, with the consequent reduction of the active barracks, and to increase the social integration through the opening of the areas dedicated to kindergartens, sports facilities and spaces for leisure time to the resident civil population in neighboring areas.

The Chief of Staff then concluded: "this is not a dream, but an opportunity already ready and alive that derives from the criticality of the state of the infrastructures, unfortunately a very widespread condition, repeatedly referred to also by my predecessors and which directly impacts on the well-being of our men and women."

The Army has among its priorities the modernization of its infrastructure park through the creation of new generation military bases, which are efficient, functional, fully compliant with current regulations and inspired by new standards and according to innovative constructive and anti-seismic modularity criteria, rapid construction, low environmental impact and reduced maintenance costs. It is a plan that has already started and will have a twenty-year breath.

At the moment, 26 barracks were located throughout the national territory, with particular strengthening of the bases located in the south of the country, on which to replicate the standardized project of a large infrastructure "Green Barracks", which will include five different functional areas: area command, training, logistics, recreational sports, accommodation.

At the end of the conference, all the speakers agreed on the effectiveness and foresight of "Green Barracks", Underlining each in their interventions as the project, starting from the imperative need for safety and well-being of the staff - intended both as a person and as a soldier who represents an important operational resource to be trained and made efficient - in the workplace and in synergy with the other Institutions, has been developed on guidelines such as respect for the environment, low energy consumption, and low financial impact with indisputable repercussions on the economic and social fabric of the areas concerned near the barracks.
