Haftar, shadows on the Palermo conference

On the website al Wasat Ali al Saidi, a Libyan deputy close to General Kalifa Haftar, he said that the meeting in Palermo on 12 and 13 November will solve nothing, because not solving anything is one of the Italian objectives, which as is well known is in continued disagreement with France on the "Libya dossier".

For this reason, Saidi claims that Saleh and Haftar will not go to the Sicilian conference.

The declaration arouses many concerns in the Italian government because Saidi is one of the largest representatives of an area of Fezzan (an important area for traffic control and transit of migrants).

La Stampa writes that despite the support of Europe received by the Foreign Minister Enzo Moavero Milanesi, at the moment Italy is experiencing a deficit of preparation and problems in management and coordination. There is currently no political content and the aim is to identify technical content to set an objective to be achieved during the course of the work.

The number two of the Farnesina Emanuela Del Re was yesterday in Tripoli after the Benghazi stage. A very difficult task given the tight schedule and the confusion that reigns at the moment.

Even the UN at this point was hesitant about the outcome of the conference. The United States, however, wants at all costs that there are results at the Palermo conference. The Russians have entrusted the leadership of the delegation to Mikhail Bogdanov, Sergei Lavrov's deputy (they await the level of American participation).

On the part of Libya there is a palpable mistrust as the Italian government has not yet viewed the agenda and the list of participants.

For this reason, the Government of a Libyan national agreement will probably ask Italy to postpone the conference for at least a month.

Another reason, at the basis of the uncertainties, perhaps the main one is that in the delegation there would be Hafed Gaddur, Gheddafi's flagship ambassador, recently appointed in Brussels. Gaddur, as an old acquaintance of Italian information services, has proposed to Fayez al Sarraj as an indispensable interlocutor, creating irritation on the part of the other delegates.

In short, the conference of 12 and 13 November in Palermo, announced as an Italian success in foreign policy, in fact could materialize with an embarrassing failure.
