Prime Minister Conte in the live broadcast from Palazzo Chigi at one o'clock in the night specified that this is not a real red zone, in reference to the new areas of Italy affected by the Dpcm, but of a limitation of mobility: the forces of order are authorized to stop citizens to ask for information on the reason for the movements. The only authorized movements are those for urgent reasons of work and health. In addition to the measures relating to mobility, Prime Minister Giuseppe Conte spoke about the effort of the Government and the Country System to supply the national health new intensive care equipment: “500 new equipment will be produced every month in Italy which will complement those already existing".

This is because, said Conte, some healthcare facilities are already suffering today.

The measures launched by the government, ready to come out in the official gazette, perhaps the toughest ever since the Coronavirus emergency began, armored Lombardy and 11 northern provinces. In particular, besides the Lombardy region, the decision concerns the provinces of Modena, Parma, Piacenza, Reggio Emilia, Rimini, Pesaro and Urbino, Venice, Padua, Treviso, Asti, Alessandria, Verbano Cusio, Ossola, Novara, Vercelli and other 5 Piedmont provinces. Exceptions to the application of the new rules can be made for "indifferent working needs or emergency situations". 

On the entire national territory "the activities of pubs, dance schools, amusement arcades, betting rooms and bingo halls, discos and similar places are suspended" until April 3

In addition, "specific penalties are provided for in the event of non-compliance". Bars and restaurants can remain open from 06.00 to 18.00 if they can guarantee the distance of one meter between one person and another. Closed-door sporting events are confirmed. 

Still in the same areas, that is in Lombardy and in the 11 northern provinces, it was decided to keep "the ski resorts closed in the ski areas". Always according to the draft, those who do not respect the limits to travel and the new measures to deal with Coronavirus arranged in these areas can be punished with imprisonment for up to 3 months and a fine of up to 206 euros. In practice, these are the same sanctions already provided for those who violated the first provisions adopted for the red areas. Finally, the government "recommends limiting mobility outside its usual places of residence to strictly necessary cases."
