Exceptions to the application of the new rules can be made for "indifferent working needs or emergency situations".

On the entire national territory "the activities of pubs, dance schools, amusement arcades, betting rooms and bingo halls, discos and similar places are suspended" until April 3.

In addition, "specific penalties are provided for in the event of non-compliance". Bars and restaurants can remain open from 06.00 to 18.00 if they can guarantee the distance of one meter between one person and another. Closed-door sporting events are confirmed.

Still in the same areas, that is in Lombardy and in the 11 northern provinces, it was decided to keep "the ski resorts closed in the ski areas". Always according to the draft, those who do not respect the limits to travel and the new measures to deal with Coronavirus arranged in these areas can be punished with imprisonment for up to 3 months and a fine of up to 206 euros. In practice, these are the same sanctions already provided for those who violated the first provisions adopted for the red areas. Finally, the government "recommends limiting mobility outside its usual places of residence to strictly necessary cases."
