New Dpcm signed: Lockdown "mitigated by curfew" and institutional short circuit

(by Massimiliano D'Elia) We are now used to the Dpcm on Sunday evening, this time the president of the National, Giuseppe Conte signed the 22nd Dpcm since the pandemic emergency began in the early hours of Sunday close to Saturday night. One point remains firm, "no lockdown"General, a measure that many scientists have invoked but that the premier did not want to decree, would have been the coup de grace for small and medium-sized enterprises.

The lockdown that so terrified the Italians is now being mitigated in perhaps the most psychologically impacting form with the curfews that had begun patchy throughout Italy, now decreed for the whole country. The term curfew recalls the regimes but at this time it is probably the only palliative to try to contain the infection of the virus below the threshold 2 of the Rt value (today we are at 1,5). The effect on the population of the curfew has generated very strong demonstrations in two cases.

In Naples hundreds of demonstrators for two consecutive evenings ignored the imposition of the governor De Luca crowding right under the building of the Campania Region, very violent clashes against the police forces followed. Accused of having fomented the revolt the "Camorra", about 300 suspects are allegedly infiltrated among the demonstrators. Same scene this night in Rome in Piazza del Popolo where at the stroke of midnight after having fired the fireworks the demonstrators clashed with the police. The alarm of infiltration by criminal organizations was also raised by our 007s.

Net of the fact that Italians historically do not really like imposition, in this pandemic it is still necessary to implement sensible measures trying not to "close" the country again. The government therefore thinks of finding intermediate solutions to try not to close schools and workplaces.

The premier Giuseppe Conte in liaison with the heads of delegation of his majority, together with the ministers Boccia and Speranza, he tried to finalize the final draft of the Dpcm during the night, which increasingly seems to be a semi-lockdown. The possibility of tightening the curfew times was decreed at 18 pm. The regions had expressly asked for an extension until 23 pm for restaurants and other public establishments with table sales and respecting safety distances. at 24.00 the possibility of home delivery and take-away food.

For at least one month, therefore, the lockout will only be subject to services considered non-essential such as swimming pools, gyms, wellness centers, sports activities, cinemas, theaters and betting rooms. For museums the rule of limited admissions remains. The reaction of the governors but also of Minister Teresa Bellanova on the generalized closure at 18.00 was very harsh.

Even the CTS this time has some doubts: closing everything at 18.00 will help to increase the meetings at homes.

The Minister of Health is very determined on intransigence Roberto Speranza "We need rigorous, robust and serious measures to govern the curve and cool the epidemiological situation, in order to avoid more drastic measures". He then told local authorities: "We cannot have the immediate goal of zeroing the RT index, which yesterday was at a national average of 1.5, but we must absolutely lower it because it is not sustainable.".

To dictate the line to the Government was theHigher Institute of Health"the only way to ease the pressure on health services is a drastic reduction in people's physical interactions ".

The minister of relations with the regions Francesco Boccia tried to lead the governors to mild advice: "This is the time for choices. We must immediately secure the country's health to protect the health of all and make the economy survive. Therefore, activities that are not strictly necessary must be suspended and refreshments guaranteed in a short time "

To try to mitigate the backlash for about 231 thousand businesses that will suffer the most from early closure, the Economy Minister Gualtieri said: "the Revenue Agency already has all the Iban and it can be done, to support all those entitled to it ”. Between 3 and 4 billion euros would have been allocated.

The center-right governors are the most awaited ones, the Northern League Fedriga"Social tension is growing and risks increasing if we do not adopt fair and rational measures ”.

Here the short circuit: there are 15 regions governed by the center right: it would be unimaginable that they are willing to go along with all the lines of the central government when Prime Minister Conte clearly ignores the leaders of the center right during a critical and historical phase for the country.

The president of the State-Regions Conference, Stefano Bonaccini, in a letter addressed to the Government asks for the extension of distance learning to 100% for superiors and universities and to allocate tampons only to symptomatic patients and close contacts, family and cohabitants. The decree decided on distance learning up to 75 percent.

Meanwhile, the CGIA of Mestre remarked: "A new generalized lockdown would give the coup de grace to a sector that for 11 years has been steadily decreasing in number. In fact, since 2009, 185 thousand artisan companies have closed the gate permanently. This has started the desertification of historic centers and suburbs, contributing to worsening the urban face of our cities which, also for this reason, have become less livable, less safe and more degraded. Let me be clear: there are no miraculous solutions, even if an imminent public intervention is needed at least to calm the cost of rents, reduce taxes, especially local taxes, and facilitate access to credit. Despite the loans disbursed with the liquidity decree, there are still many artisan businesses that are not heard by the banks, with the danger that many of them end up in the network set up by usurers ”.
