INPS. The Single Universal Allowance (AUU) is one year old

“In March 2023, one year after its first disbursement, we are satisfied with the result obtained: we distributed 16,5 billion euros to more than 6 million households throughout Italy, demonstrating that the AUU is the most inclusive and capillary existing”. With these words the director general of INPS, Vincent Caridi, opened the conference in Rome that the Institute organized to draw up an initial assessment of the impact of this new measure in support of families. 

“Thirty monthly checks for each of the more than ten million applications submitted – added Caridi – and about six million monthly payments on different Ibans, without considering the link with the ISEE and information on disability. We wanted to invest in innovation starting from the construction of a simple application, today the renewal of the single check is automatic, with no need for the user to present the application, thanks to the interoperability between the Institute and the other administrations. The principle we have followed is that of proactivity. A principle that INPS has adopted as a modus operandi, a new conquest for welfare services made possible by the new technologies introduced and which allow us to release the service from the recurrence of the request or to ask users for information already in our possession. In short, a continuous interaction closer to the user's needs”.

Speaking of this service which is proving to be a real pillar of family welfare, Eugenia Roccella (owner of the Dicastery for the Family, Birth Rate and Equal Opportunities) stated through a video message that: "Since the budget law, the government has addressed the demographic emergency as a priority, significantly strengthening the single allowance, in particular for the most numerous households and investing a billion and a half in the family and the birth rate. In this context, the single check is an important tool which we share in terms of method and substance, which we will continue to improve and which we will defend against the European infringement procedure. This is one of the measures in the field of a broader and more organic strategy, which also involves the tax plan and the reconciliation between family and work, in which the government is directly involved but for which it intends to involve all the players in a common effort : companies, local authorities, social partners, non-profits".

The president of INPS concluded this important day of discussion, Pasquale Tridico: “the Single Allowance” is a measure of great social importance, which adds the value of being truly universal, that is, it reaches all children. The balance is very positive, in one year we have reached over 9,6 million children, with an average monthly allowance of 168 euros. A measure that has as its objective the incentive for the birth rate. And a further step forward was taken by the Government which, in the Budget Law, rightly decided to strengthen the intervention for large families and the disabled. It is therefore necessary to continue with policies for services and support for families, and with inventions for female employment, because it has been demonstrated that these measures have made the difference in the countries where they have been applied and where, by increasing female employment, the birth rate has increased" . "The INPS - added Tridico - "has brilliantly passed the test of the provision of this important measure, the lessons learned will become a common heritage in the re-engineering of many other services provided also in a way of greater proactivity by the Institute" . 

Also present at the conference were: Martina Lo Conte ed Eleonora Meli (ISTAT), French Carmelian (DC Social Inclusion INPS), Elizabeth Di Tommaso (INPS General Statistical Actuarial Coordination), Mary DePaola (DC Studies and Research INPS), Emmanuel DiCarlo (Bank of Italy) e Giampaolo Arachi (Parliamentary Budget Office).

The event was followed by a round table which was attended by: Elena Bonetti (Deputy of the Republic), Nino Sutera (Representative of the Forum of Family Associations), Mariolina Castellone (Vice-President of the Senate of the Republic), Tommaso Nannicini (Full Professor of Political Economy at Bocconi University), Emmanuel Pavolini (Children's Alliance Coordinator) e Peter Rizza (Bank of Italy economist).
