“If one of the qualified associations withdraws or is excluded - reads article 7 - the FIFA organizing committee will decide on the matter at its discretion, taking whatever action is deemed necessary. In particular, the FIFA organizing committee may decide to replace the association in question with another association ”.

If it is unlikely, therefore, that another national team will give up the match, a notable precedent must be remembered. Yugoslavia was also expected to take part in the final phase of the 1992 European championship, but following the developments of the war in the Balkans it was excluded. In its place, Denmark was rescued, which had finished second in the same group and that year won the trophy.
