Kosovo-Serbia, there is no agreement between the experts

The negotiation session at expert level held yesterday in Brussels as part of the dialogue between Belgrade and Pristina started uphill and confirmed the great distance between the two positions. This was reported by the head of the Serbian delegation Petar Petkovic at the end of the meeting, chaired by EU special envoy Miroslav Lajcak. In the three and a half hours of confrontation, Petkovic said, the situation was very tense and sometimes offensive words came from the Kosovar side. The Serbian delegation, he said, insisted in particular on the need to create the Community of Serbian municipalities in Kosovo, foreseen by the 2013 agreement but which Pristina does not want to hear about, considering this body contrary to the constitution which does not allow training of mono-ethnic entities in Kosovo. "We have said clearly that the formation of this Community is the condition of all conditions if we want to go forward", noted Petkovic, who in the negotiations denounced at the same time the worrying increase in incidents and incidents of provocation and intimidation against the Serbian minority by ethnic Albanian Kosovars.

Comparison on the other issues under discussion is also difficult. Despite the severe difficulties that persist and the great differences in positions, Petkovic underlined Belgrade's willingness to continue the dialogue with Pristina, with the aim of guaranteeing peace and stability in the region. But it is important, he said, to implement the agreements already reached in order to make sense of the negotiation. Pristina insists on repeating that the outcome of the dialogue must be Belgrade's yes to Kosovo's independence, which is categorically excluded by the Serbian side, which points to a compromise agreement for which both sides give up something. Today's negotiating session at the level of experts and technicians was held to prepare for the meeting at the end of July between Serbian President Aleksandar Vucic and Kosovar Prime Minister Albin Kurti.
