Bellanova: no to new taxes for farmers with zero agricultural income tax. Interventions for young people, women and made in Italy
The main innovations of the 2020 Budget Law for the agricultural and agri-food sector were illustrated this morning by Minister Teresa Bellanova.
"Agriculture," said Minister Bellanova, "has returned to the economic agenda as a protagonist and has received the attention it deserves, even in a context of limited resources. In the three years we will be investing 600 million euros to support the sector, with resources in addition to those already active. We have maintained our commitment not to raise taxes for farmers. For this I am satisfied with the zeroing of the Irpef for those who live on agriculture, which means almost 200 million euros that we leave to companies to invest.
I strongly believe in the energies that women and young people can put at the service of Italian agriculture. And we have dedicated two measures to them: the "female in the field" bonus to provide zero-interest mortgages for women entrepreneurs and for those under 40, the State will pay contributions for those who open a new business.
We have also allocated 30 million euros to support the supply chains and the authentic Made in Italy and there is a budget to deal with the emergence of the Asian bug from 80 million. On this front we know that every effort will be made to help the companies affected. For fishing we have recovered the delays and guaranteed the 2019 allowance for fishermen and we work to make the measure structural. I am convinced that in Parliament we will be able to further strengthen the interventions for the sector with an operational and constructive confrontation with all political forces ".
THE MAIN AGRICULTURAL MEASURES
AGRICULTURAL IRPEF RESET, 200 MILLION EUROS OF TAXES LESS FOR FARMERS
Confirmed the cancellation of the personal income tax for direct farmers and professional agricultural entrepreneurs. The measure is worth 200 million euros annually and is added to the stable cancellation of the IMU on agricultural land and Irap, for an overall tax benefit of 1 billion.
ASIAN CIMICE, 80 MILLION EUROS FOR RESOURCE OF BUSINESS DAMAGES
80 million euros in the three-year period for compensation for damage caused by the Asian bug. This is the budget allocated to the Solidarity Fund to intervene to support companies damaged by the spread of the insect, particularly in the northern regions.
YOUTH, ZERO PREVEDENTIAL CONTRIBUTIONS FOR THOSE WHO WANT TO BECOME AN AGRICULTURAL ENTREPRENEUR
For young people who open an agricultural company, the State will pay social security contributions for the first 24 months. 44 million in spending to create new young businesses and simplify life for agricultural start-ups run by under 40.
BONUS "WOMEN IN FIELD", ZERO RATE MORTGAGE FOR FEMALE ENTREPRENEUR IN AGRICULTURE
An 15 million euro revolving fund to guarantee zero-interest loans for women who are agricultural entrepreneurs or want to become. A concrete measure to encourage female investments in the primary sector, where today one in three companies is run by a woman.
FUND FOR COMPETITIVENESS, 30 MILLION EUROS FOR SUPPORTING AGRICULTURAL CHAINS
30 millions of euros in the two-year period 2020-2021 in support of the Made in Italy agribusiness, with interventions to strengthen the competitiveness of the supply chains, starting with excellent products and the most important markets. 30 million euros are foreseen for the pasta grain chain for supply chain contracts, to which 10 million of the 2019 are added.
GUARANTEES FOR NEW TECHNOLOGIES, PRECISION AGRICULTURE AND BLOKCHAIN
30 million euro aimed at eliminating the cost of guarantees for agricultural entrepreneurs and to facilitate access to credit for investments in technological innovation, precision agriculture and product traceability.
FISHING, ENSURED THE 2019 COMPENSATION COVERAGE FOR MANDATORY STOP
The coverage to guarantee the compensation of the compulsory fishing stop for employees is confirmed.
In the budget law, coverage of the 2019 indemnity to fisheries workers is ensured, recovering the previous delays since the measure was not covered. The recognition of the daily allowance equal to 30 euros for the period of suspension of work in 2019 will therefore be ensured.
AGRICULTURE CONNECTED
A bill is foreseen linked to the maneuver dedicated to the agricultural sector. It is a useful tool for the agricultural and agri-food world with the first objective being to simplify. Together with this, the Collegato will be used to give perspective and future to agricultural enterprises and will have to be coordinated with the work for the national strategic plan.
