Italy in this delicate phase is moving in a really witty way, trying to be more active with the interlocutors who have real influence in Libya. Previously, the Gentiloni government had "official" relations only with the authority recognized by the UN, Fayez Al Serraj, neglecting the one who really commanded, the one who had his boots on the ground, the strong man of Cyrenaica, General Kalifa Haftar. The yellow-green government has radically changed its strategy and with greater pragmatism has decided to come out into the open and entertain relations with all interlocutors, thus recognizing the effective influence of Haftar. A new line decided with American and Russian support. This was probably the key to opening the door to negotiations, in function of the desired stabilization of Libya. The proof of this new strategy was the Palermo summit which served to cancel the "scheduled" elections on December 10 by France in a three-party meeting in Paris (Macron, Al Serraj, Haftar) and laid the foundations for a new conference in January 2019 and elections in May 2019. A path strongly desired by Italy and the Italian ambassador in Libya, Giuseppe Perrone who had to leave Tripoli, precisely following some declarations that foretold the current scenario. The change in the Italian line meant that Haftar himself last week asked for the immediate return of Ambassador Perrone to Tripoli.

Some confirmations also come from overseas. The Wall Street Journal two days ago, writes Il Messaggero, made some anticipations: “under a new populist government, Italy has shown a push to commit itself to gen. Kalifa Haftar ”. The American newspaper also refers to the statements of a member of the Trump administration who states: “we will certainly see a role for General Haftar in any future of Libya. It was asked, could he lead Libya? This is decided only by the Libyan people, the answer. "

In light of this new orientation, it is clear that Al Serraj's position is weakening day by day. The American side of Italy for the Libya dossier is also having substantial effects on the field. It is no accident that the general Haftar is in Rome in these days in great secrecy. Today he meets the American ambassador to Tunisia David Robinson, who holds the delegation for the Libyan dossier. Tomorrow, however, could meet the Italian premier Giuseppe Conte to discuss the issue of migrants.

Another novelty, reports the Nova agency, is the cancellation of the summit between Serraj and Haftar scheduled in Amman this weekend. It is hoped that King Abdullah II of Jordan will be able to approach the two Libyan leaders as soon as possible, the purpose of the meeting was to reach an agreement between the political and military sides.
