This has not been possible since the 2014, even though our presence has never failed: our Libyan colleagues continued to work for the UN ". On the fact that in Libya there are many initiatives by different States, and that may be too many, he comments: "I believe that the proliferation of initiatives, of mediation, does not help. I speak to everyone. Organizations, governments, etc. The Libyans are confused. There are six to seven different operations in front of their eyes. Do not let me mention any of these, I do not want to mention names, European or non-European. But remember: too many cooks spoil the kitchen ". "I think the UN has a series of negative characteristics - he concludes - It does not have an army, it does not have an intelligence, it does not have an oil company, it does not sell anything, it does not produce anything, it does not import goods, it does not export goods. But it has the characteristic mother that serves an organization to be legitimized: the UN is much more prepared to carry out this role than other states or other organizations.
