Federica Mogherini, the EU high representative for foreign and security policy, in her recent meeting in Brussels with the new Pristina negotiating team, made three demands - the abolition of the 100% increase in customs taxation on imports from Serbia, the conclusion of the dialogue with Belgrade by the first half of this year and a final agreement on Kosovo that contains European values and does not provide for divisions on an ethnic basis.

The news was given by Spend Ahmeti, Mayor of Pristina who chairs the new negotiating team together with Deputy Prime Minister Fatmir Limaj. On customs duties against Belgrade, Ahmeti - quoted today by the Serbian media - declared that there are no conditions for their abolition.

Referring then to the timing of the conclusion of the dialogue, he commented that the most important thing is not so much to set a time limit as to do it in the best way. "We believe that Kosovo needs an agreement as soon as possible that will solve all the open issues with Serbia in the best way," said Ahmeti, who on the third point said he agreed with Mogherini.

Ahmeti then highlighted the importance that the agreement with Belgrade must contain European values, "without divisions by ethnic lines or territorial autonomy on ethnic grounds".

Federica Mogherini met the new delegation designated in mid-December by the Kosovar parliament to continue the dialogue with Belgrade on 8 January in Brussels. Dialogue that was frozen by the Serbian side after Pristina's decision to increase customs duties on imports from Serbia by 100%. In recent days, however, a spokeswoman for the EU commission reiterated that the high-level dialogue between Belgrade and Pristina, facilitated by the European Union, must continue at the level of the two presidents, the Serbian Aleksandar Vucic and the Kosovar Hashim Thaci.
