Green Holding Spa) According to the most recent Istat data on separate collection, it appears that each Italian in 2016 produced about 500 kilograms of waste (496,7 kg, + 2,2% on 2015) and now differentiates over half, 52,5% of the total, up by 5 percentage points on 2015. The highest levels of waste production are found in Emilia Romagna and Tuscany, while Molise and Basilicata are the regions where less waste is produced. As regards paper and cardboard, with almost 3,3 million tons of cellulosic material collected by municipalities (+52.600 tons compared to the previous year) and a per capita that exceeds 54 kg / inhabitant, separate waste collection in Italy in 2017 it grew by 1,6% compared to 2016. Important results that confirm the trend of growth of recent years and that testify how separate waste collection is now a consolidated habit of civic sense. Today, albeit with a planet in serious danger, an increasingly vast population supports environmentalism and there are many positive good practices to be valued. The positive annual result was pushed by Southern Italy with + 6,1%; in terms of per capita deposits, Abruzzo confirmed the best performance in the area, while Central Italy grew by 1,6% thanks above all to the performance of the already virtuous Tuscany. The estimate for 2017 is, instead, that "85% of households regularly carry out separate collection of plastic (39,7% in 1998), 74,6% of aluminum (27,8%), '84,8, 46,9% of the paper (84,1%) and 52,6% of the glass (XNUMX%) ".

But almost 7 families on 10 believe that the cost of waste collection is still too high. In the face of greater use of the differentiated waste and therefore a smaller number of waste to be sent to landfill, the latest Confcommercio data tell us, in fact, that TARI "paid by citizens and businesses is increasingly high and growing: in the 2017 it has reached, on the whole, 9,3 billions of euro with an increase of over 70% in the last seven years, despite a significant reduction in the production of waste ". Excessive and unjustified costs for citizens and businesses deriving, in particular, from inefficiency and excess of discretion of many local administrations, as well as a distorted application of regulations and the continuous use of maximum tariff coefficients.

The prerequisite for the payment of the TARI, just to be precise, is the possession or possession for any reason of premises or uncovered areas, for any use used, likely to produce urban waste. The new waste tax therefore provides that the sum to be paid to the Municipality is due by the tenants, regardless of whether they are owners or tenants. Furthermore, in the case of a plurality of owners or holders, they are jointly and severally bound to fulfill the single tax obligation. In the event of temporary detention lasting no more than 6 months during the same calendar year, the TARI is payable only by the owner of the premises and areas as ownership, usufruct, use, dwelling or surface. In the case of timeshare premises and integrated shopping centers, the subject that manages the common services is responsible for the payment of the Tari due for the premises and uncovered areas of common use and for the premises and uncovered areas in exclusive use to individuals. owners or holders, without prejudice to the other obligations or rights deriving from the tax relationship concerning the premises and areas in exclusive use. However, the payment of the TARI is not due in the event that a property is closed, without furniture and without connected utilities (water, gas, electricity) since in this way it is in objective conditions of non-usability. Similarly, the activation of even just one of the public water, electricity, heat, gas and telephone supply services would constitute a simple presumption of the occupation or management of the property and the consequent aptitude for the production of waste, while the application of the tax it must be considered excluded for unused properties in the event that they are without furniture and connection to network services.
