Employees are recovering (+ 6,8% between 2020 and 2021), the growth of professionals continues (+ 34,6% from 2015 to 2021). Women decreasing among collaborators and increasing among professionals

The observatory on para-subordinate workers was updated, which reports the trend of the 2015-2021 period of information on professionals and collaborators enrolled in the separate management.

The total number of taxpaying parasubordinate workers (professionals plus collaborators) went from 1.434.856 in 2015 to 1.430.485 in 2021.

The data shows a reduction in employees from 2015 to 2016 (-17,4%), a stabilization in 2017 (+ 0,1%), an increase between 2017 and 2018 (+ 2,4%), a slight growth between 2018 and 2019 (+ 0,8%), a reduction between 2019 and 2020 (-1,7%) and an increase of 6,8% between 2020 and 2021.

Professionals, on the other hand, recorded a growth of 2015% from 2021 to 34,6.

These variations are due both to the dynamics of the labor market and to interventions by the legislator. First of all, the Fornero reform (Law 92/2012), which introduced restrictions on coordinated and continuous collaborations; subsequently, the Jobs Act (Legislative Decree 81/2015), which - in the private sector - limited collaborations to "project" ones, allowing coordinated and continuous collaborations to survive only in the public sphere, with prevalence in universities. Furthermore, an effect on the trends in the number of collaborators and professionals is also due to the continuous changes in the contribution rates.

The share of women decreased in the type of collaborators, while it increased in that of professionals: in 2015 women were 39,1% among collaborators and 41,9% among professionals; in 2021 these values ​​are respectively 37,3% and 45,9%.

As regards age, the figure has changed compared to 2015: there was, in fact, a slight increase (+ 30%) for the under 1,4s, contrasted with a decrease (-2,5%) for adults (from 30 to 59 years); while for seniors (from 60 upwards) there was a substantial increase (+ 7,3%).

From a geographic point of view, between 2015 and 2021, the positive change in taxpaying para-subordinate workers is recorded only in the South, with an increase of + 2,7%; while it decreases in the North with -0,7% and, above all, in the Center with -1,9%.

From a comparison based on the income parameter, for collaborators there is a continuous growth of the average income. On the other hand, for professionals, there was a slight reduction until 2017, a slight recovery in 2018 and 2019, a substantial decrease in 2020 attributable to the effects of the pandemic and a slight recovery in average income in 2021, albeit still by a thousand. euro lower than 2019.

In the report, further detailed variables are available for the type of collaborators only, such as the number of clients: in 2021, 46,9% of collaborators are exclusive and single-client, with an average annual income of less than 20.607 euros, and the average income of men is nearly double that of women.
