Over five billion (5,2) for the construction and safety of nursery schools and preschools, for the construction of innovative schools, for the increase of canteens and gyms, for the requalification of the school building stock. These are the resources of the National Recovery and Resilience Plan presented today, at a press conference, by the Minister of Education Patrizio Bianchi together with the Minister for Equal Opportunities and the Family, Elena Bonetti, and the Minister for the South and Territorial Cohesion, Mara Carfagna. A package of interventions that immediately makes available one third of the total funds foreseen in the PNRR for the education system, which amount in all to 17,59 billion.
“PNRR is a system action that addresses the country's nodes. With investment in education we will reduce the current gap between North and South in educational services, particularly in the 0-6. Guaranteeing greater access to nursery schools and preschools also means addressing the issue of lower birth rates and giving concrete support to female employment. With these resources we then start the school's innovation process both in terms of infrastructures and teaching ”, declares Minister Bianchi.
During the press conference, Bianchi presented the contents of the decree with which the criteria for allocating resources are established. Particular attention is given to the South, with the aim of bridging the existing gaps: at least 40% of the funds put out to tender will be allocated to the South to provide full-time school canteens, educational services for the areas that have the greatest lack of them. childhood, gyms, new and efficient schools. More generally, the current scarcity of infrastructures in the territories, the density of the student population will weigh in the allocation of resources and, for example, in the case of canteens and gyms, the data relating to learning difficulties and early school leaving will also count.
On the occasion of the conference, the individual calls and a constantly updated website (pnrr. Formazione.it) were presented through which institutions, schools, citizens and local authorities will be able to easily access general information on PNRR Education, data relating to funding. (also in the open data version), to the individual calls, to the services available for those who will have to carry out the works. Futura, the school for Italy of tomorrow, this is the name chosen for the Education PNRR, to underline the strategic importance of these resources for the construction of a new school.
“Today's is a great result. The journey of the PNRR begins, the construction of the new school we want for our children and teenagers begins, inclusive, innovative, welcoming, sustainable - continues the Minister -. It is a path that we will undertake together with the territories and schools, making simplifications and tools available to local authorities to facilitate their work in participating in tenders and in carrying out the works. This is why we are implementing a series of agreements with Cassa Depositi e Prestiti, the Agency for Cohesion, Consip, the National Anti-Corruption Authority, Sogei, Gse. We will give the maximum support ".
“The PNRR makes it possible to make a historic investment to finally bring the coverage of nursery schools and educational services for children to the level of other European Union countries - says Minister Bonetti -. Ensuring the right to education means protecting from childhood those equal opportunities that all girls and boys must ensure for their growth as citizens already today. The Government does so with an integrated vision, that of the Family Act, which is an accompanying reform of the NRP and which invests at the same time in educational services, in female work and in the empowerment of new generations: it is from this alliance between genders and generations that the country can grow and restart ".
“The school is the first, great test bench with which we have ventured into the action of recovering the gaps between North and South - declares Minister Carfagna - and I am fully satisfied with the result obtained. The teamwork with my colleague Patrizio Bianchi has produced a scheme of tenders that bind the regions of the South, in the various chapters, quotas from 40 to 57,68 per cent. We have also introduced a specific safeguard clause: if some Southern Region fails to absorb all the available figures, the residue will in any case be redistributed to the South. from school age, it is no longer the unheeded request of a periphery of the country but a 'national mission' in which everyone is committed ”.
The calls and the site
Today four public notices and the Plan for allocating resources to the Regions for the safety of schools were presented for a total of 5,2 billion.
In particular, the following are envisaged:
- 3 billion euros for the Plan for nursery schools and preschools: the goal is to reduce the gap in early childhood education services and strengthen them throughout the territory in the 0-6 age group. The 3 billion will be divided as follows: 2,4 billion for the 0-2 year range (55,29% of these resources will go to the South) and 600 million for the 3-5 years (40% to the South). This is the second tranche of a total allocation of 4,6 billion envisaged in the NRP for this chapter, thanks to which a total of 1.800 school building interventions will be carried out and 264.480 new places will be created to accommodate girls and boys, improving the service offered to families. also to support female employment.
- 800 million euros for the construction plan of 195 new schools that will replace old buildings (40% of the resources will go to the South). These will be innovative schools from an architectural and structural point of view, highly sustainable and with maximum energy efficiency, inclusive and able to guarantee teaching based on innovative methodologies and on full usability of the teaching environments. Once the areas for the construction of the schools have been identified, the Ministry of Education will launch a design competition.
- 400 million euros for the strengthening of full time through the increase of school canteens (57,68% of resources will go to the South). The appropriation will make it possible to carry out about a thousand interventions, building new spaces or redeveloping existing ones.
- 300 million euros (54,29% of the resources will go to the South) to increase the supply of sports activities through the construction of gyms or the redevelopment of existing ones, for a total of 230.400 square meters to be built or redeveloped.
- 710 million euros for the Plan for the safety and redevelopment of schools (40% of the resources will go to the South): the Regions identify the Bodies to be admitted for funding on the basis of regional programs to ensure the safety and requalification of the existing school building stock.
On the occasion of the presentation of the 5,2 billion for school buildings, Minister Bianchi also launched the PNRR website for education, a single portal that will allow the school world, stakeholders, local authorities, citizens, to find, data, information, summary sheets, public notices and also to check the progress of works and investments also through the reports of the schools involved.
