Interview with Arturo Mercurio, CEO of Lancio Entertainment and partner of AIDR

D: from 1 July the obligation to make all payments to the public administration through the pagoPA system came into force. What is pagoPA and how does it work?

A: PagoPA is an electronic payment system designed to make any payment to the Public Administration simpler, safer and more transparent (Municipalities, Provinces, Regions, companies with public participation, schools, universities, ASL, INPS, Revenue Agency, ACI, etc…). PagoPa is therefore not a site to pay for, but a standardized method of payment that can be used through multiple payment instruments and channels, accessible both through the site of the institution to which a payment is to be made, and through physical counters. and virtual services made available by numerous payment service providers called PSPs such as banks, payment institutions and electronic money.

Q: How can I pay with pagoPA and what can I pay?

A: PagoPA is a new method for making payments to the Public Administration in a standardized manner through the adhering payment service providers (PSP). Transactions can be made directly on the site, on the mobile application of the Authority or through both physical and online channels of banks and other Payment Service Providers (PSP), such as: bank agencies, using home PSP banking (recognizable by the CBILL or pagoPA logos), at the banks' ATMs, at the SISAL, Lottomatica and Banca 5 points of sale, at the Post Offices and through the use of telephone credit. Payments can be made on the autonomous initiative of the citizen, or if requested by the Entity for a pre-existing debt position, as happens for municipal taxes, leases, stamps, bills, university fees, the ticket for services. sanitary etc.

Q: In the previous answer you also referred to payment services through the use of telephone credit. What is it and how does it work?

A: It is a system based on payment by telephone credit, able to guarantee online transactions for the purchase of goods and services, using smartphones, tablets, PCs, connect TV and web connected to mobile networks and fixed broadband. The platform, integrated with all operators, allows users to purchase digital goods, products and services without the need for a credit card or bank account but via a telephone charge, selected from the various payment options by simply clicking phone credit icon. The debit request is then sent to the telephone operator who sends the user a notification (via sms and other channels) with the result of the purchase and through the tools made available by his telephone operator he can view his expenses. This is a novelty that will give a great boost to the world of online micropayments. To pay small amounts such as parking, public transport tickets, school canteens, museums, this system is much simpler, more immediate and more effective.

Q: In your opinion, what are the advantages for citizens with pagoPA?

A: For citizens, PagoPA means first of all complete multichannel, regardless of the size of its reference institution, with an ever greater availability of channels and payment instruments, including the innovative telephone credit.
