School, Aran and trade union organizations of the school management sign the 2019 – 2021 CCNL hypotheses of the Education and Research Area

Valditara: “Further sign of attention towards school managers. Concrete recognition of their daily commitment to school"

Yesterday 13 March, the hypothesis of the 2019 - 2021 CCNL of the "Education and Research" area was signed between ARAN and the trade union organizations of the school management.

The new contract recognizes a significant improvement in the salary level for the category of school managers and intervenes on various contractual institutions which will lead to a positive and expected impact on the category.

“With this contract – declared Minister Valditara – we want to give a further signal of attention towards school managers, who with their daily commitment represent a fundamental pillar of the world of school. Their valorization passes through the improvement of working conditions and also the economic aspect, elements that we have taken into strong consideration within this agreement. My goal is to restore prestige and authority to all school workers because the future of our country depends on them."

Thanks to the will expressed by Minister Valditara with the note sent to the Minister for Public Administration for the purpose of preparing the Policy Act, it was possible to obtain the results expected for years by school managers, thus continuing a path of valorisation of the figure of the manager school, launched by the Ministry of Education and Merit on the occasion of the signing of the CCNI for the identification of the complexity bands, the criteria for the distribution and use of the resource constituting the Single National Fund (FUN), between the portion intended for remuneration of position and portion allocated to performance pay, for the academic year. 2023/2024.

In particular, the new contract may allow the recognition of average increases of 3,78%, part of which have been allocated to performance pay. The Ministry may also recognize further increases for school managers using specific and additional resources allocated by current legislation.

The contract hypothesis provides for the following monthly increases: 

  • from 1 January 2019 of €84,00
  • redetermined from 1 January 2020 to €130,00 
  • redetermined from 1 January 2021 to €135,00 

The new gross annual value for 13 months of the table salary is therefore redetermined from €. 45.260,73 to €47.015,73. 

The value of the fixed position salary, with related charges borne by the FUN, is increased from 1 January 2021 by €60,00 gross per month for 13 months and, therefore, is redetermined at €13.345,11. 

Furthermore, the signed contract hypothesis intervened on various contractual institutions in the sense desired by the category, in particular, reviewing the matter of interregional mobility, bringing the percentage of places available annually for this purpose from 30% to 60%, without prejudice to the hiring capacity and, therefore, the contingents of regional positions put up for competition.

The figure of the mentor has also been introduced, an expert manager or professional who will be able to support and assist newly hired school managers in the initial phase of the service.
