Yesterday afternoon, in the Aula Parisi of the Higher School of Police, in the presence of the Undersecretary to the Prime Minister Franco Gabrielli, the Chief of Police, Director General of Public Security, Lamberto Giannini, the Central Anti-Crime Director of the State Police, Francesco Messina, with the moderation of the Rai3 journalist Fabrizio Feo, a debate was held on the topic of preventive measures, personal and property, a topic covered by the book, published by Giuffré, simultaneously presented by the authors, the Senior Director of the State Police Giuseppe Linares and Prof. Daniela Mainenti.
Their work describes the subject in all its vastness and complexity with systematic rigor, affirming both the great intuition of Pio La Torre on the need for "preventive" legislation, and the judicial action of Giovanni Falcone, two men who, for these positions, it is good not to forget, they paid with the sacrifice of life, together with the men of the escorts.
This is the level on which the real game is played and the two authors reveal it starting from the premise, since in the society of risk, where we now live, the penal system is no longer sufficient on its own to solve the problem of social danger.
The prevention system, entrusted exclusively to the Quaestors, who operate in a multi-actor context with the competent judiciary, represents one of the most effective criminal policy tools, since it anticipates the threshold of collective protection with respect to a multiplicity of behaviors that threaten the citizen safety in the most disparate occasions of his daily life: from the pitfalls of mafia action on social body and economic activities to domestic violence, from fights in nightlife venues to violence in stadiums, up to cyber bullying or religious and gender discrimination or racial. All areas of danger for which, in recent years, a preventive measure has been introduced.
The book, presented to the attendees of the course for Commissioners, is aimed at students, law enforcement and communications professionals and jurists according to a multidisciplinary director.
"Prevention measures represent an indispensable tool for targeting the eradication of phenomena - such as mafias or violence against women - which manifest themselves with characters of special social danger, for which equally special means of contrast are necessary." The Chief of Police Lamberto Giannini in his speech wanted to underline the value of the information activity. “The prevention activity is fundamental; when we arrive first we are able to avoid damage and identify people and organizations that can commit crimes. The prevention activity must be the cornerstone on which our activity must be founded and to carry it out a careful study of the regulatory instruments is necessary ”.
Undersecretary Franco Gabrielli concluded the event and, speaking of the prevention measures, underlined how they imply a greater assumption of responsibility. “Ours is a profession that makes the immediacy of the decision and the impact this has on people's lives one of the most significant distinctive figures. This anticipation of responsibility is the result of work, knowledge and in-depth analysis ”.
