Security and Defense: Salary increases and more advantageous calculation for pensions

The Government wanted to address unresolved issues within the Defense and Security Departments by approving an amendment to the financial maneuver which will bring an average of 194 euros gross per month into the pockets of police and armed forces operators; but he also intervened on the calculation of a more advantageous pension system. In addition, health insurance policies are expected to be introduced to cover the medical expenses of uniformed personnel.

The tables of the Department of Civil Service indicate that by 2025, the average pay rises will be 187 euros for a policeman, 189 euros for a carabiniere, 179 euros for a prison guard, 194 euros for a financier, 172 euros for a soldier of the army, 189 euros for one of the navy and 192 euros for one of the air force.

The amendment to the financial package that was presented by the government to the Senate Budget Committee provides for another 105 million euros, added to the billion and a half already allocated for contractual increases within the overall funds of 5 billion dedicated to the entire public sector . Of these, approximately 32 million will be allocated in the negotiation to the additional salary, above all to enhance operational services, thus addressing the issue of unpaid overtime, a problem that has particularly affected the Guardia di Finanza and the Armed Forces.

Another portion, equal to 38,3 million euros, will be allocated to the stipulation of insurance policies for complementary health and accident coverage, guaranteeing coverage for the health needs of employees and of their dependent family members.

News on the calculation of pension contributions

THEthe most relevant aspect of the amendment concerns the social security system for policemen, carabinieri, soldiers and firefighters. For those who retire from 1 January 2022, a more advantageous calculation of the accumulated contribution amount is envisaged, with the aim of increasing the amount of pensions. This choice, contrary to what was done for other categories such as doctors, nurses, teachers and employees of local authorities, is justified by early retirement, on average at 60-62 years of age, which entails lower contribution payments over the course of one's career. In a context of fully contributory calculation of the allowance, this could translate into lower pensions, therefore, the amendment provides for theincrease in the transformation coefficient of the contribution amount.

However, the financial commitment could prove insufficient, with the 10 million euros currently allocated covering only the pensions foreseen until 2025. A more significant figure, equal to 1,7 billion euros, would be needed by 2033 to cover all policemen and soldiers who will leave their jobs. However, there is more certainty about salary increases once the new contract is signed.

So says the Minister of Defense Guido Crosetto, regarding the government's amendment which provides for an initial funding of 100 million for the security and defense sector, specifying that “during the parliamentary examination, further allocations will follow".

"In addition to the renewal of public sector contracts, including those in the defense and security sector, the Government's amendment – underlines Crosetto – ensures additional resources to improve pensions, health care and other benefits for members of the military and law enforcement“. According to the minister, “the meetings held in recent weeks with the Cocers and representatives of the military trade union associations, chaired by the Prime Minister, Meloni, and by me together with several colleagues, testify to the tangible commitment of this Government towards men and women in uniform ”.
