Ukraine. Pacific: "sending constitutional defensive weapons aid to countries attacked Di Stefano is exhaustive for transparency in exports"

“According to the orientation expressed by eminent Constitutionalists, the sending of Italian defensive weapons to the Ukrainian army falls within the provisions of our Charter, since it extends aid to the attacked countries. And Ukraine, according to the UN ruling, is a country attacked by the Russian Federation. A decisive detail to define the government and parliamentary steps ". This was declared by Senator Marinella Pacifico (Coraggio Italia, Mixed Group), Secretary of the Schengen, Europol and Immigration Committee. “From this context - she underlines - it is necessary to build the next diplomatic and military interventions. But precisely in order to follow an orderly path, we need clarity on the methods and quality of the paraphernalia that we sell or import from third countries ".

Pacifico points out how “in recent years, too often, our Government has imposed the confidentiality clause pursuant to article 13.3 of the Arms Trade Treaty (Att). In July 2020, Undersecretary for Foreign Affairs Manlio Di Stefano, delegated to matters concerning the export of arms and dual-use goods, declared that he wanted to overcome the constraint of the aforementioned article 13.3, or to make the export of arms more transparent. To date, it doesn't seem to have happened. In such a delicate phase, it would be necessary to understand the type and model of weapons we sell and import and with which countries, their intended use also in the future and the models ". Pacifico concludes that "if a drone is sold to a foreign army, the Italian parliament must be enabled to understand the nature of the aircraft, whether defensive or offensive, because a reconnaissance drone is undoubtedly different from a" kamikaze "drone. Therefore, we again invite the Deputy Undersecretary to want to be exhaustive precisely for the purpose of transparency. The adjustment of expenditure for military modernization to 2% of GDP is of a strategic nature and follows an EU and NATO policy shared by all successive governments in recent years, including Conte 1 and Conte 2. The international credibility of our country it depends on the respect of the commitments made in the context of alliance and parliamentary involvement on relations, on the authorized and carried out operations for the control of import-export and the transit of paraphernalia ".
