The plan, prepared by the White House National Security Council, will mark a change of course for the administration, eager to focus on the rivalry with Beijing and Moscow, rather than the terrorist threat, hitherto central to US strategy in Africa. The new strategy, according to the NBC, should in any case not include more funds or aid for Africa, but a simple reorganization of the resources already used on the continent.
