In a note, the Basic Union Union - USB - announced that last March 13 it met the staff of the Minister of Labor Luigi Di Maio to discuss and open a debate on the issue of Employment Centers in the light of the new hires envisaged in the PPC as a consequence of the introduction of citizenship income.
At the meeting, the delegates of USB Lavoro Privato, represented atypical and / or precarious realities of workers who carry out or have served in the employment centers in the various regions. The cases of Lazio, Lombardy, Campania, Abruzzo, Sicily and Tuscany were in particular brought to the attention.
Alongside the dramatic realities of workers who, after years of service with the CPI, have lost their jobs or risk losing it soon, the situation of workers in the in-house company Capitale Lavoro, employed in the CPIs of the former Province of Rome, was also exposed. There are about 170 units, which with the passage of the work function from the Provinces and Metropolitan Cities to the Regions, from 1 February 2019 and up to 31 December 2020 have been "leased" as a branch of the regional in-house company Laziocrea.
A situation that caused the workers to fall into precarious conditions as there is no working certainty once the rental period has expired. All this, it was recalled, after more than 15 years of civil servants working in the CPI counters in contact with users, issuing de facto certificates in place of personnel, with lower salaries and with the trade employment contract.
This condition exposes workers to risks as well as non-public officials, which is why USB has asked workers for a letter of assignment to handle the data, considering and also considering access to some databases. It has also been recalled that many of these workers have already supported a public selection to access work.
Faced with these problems, the USB has expressly requested that before making new recruits for the CPIs, all those workers who for various reasons and for many years work or have worked in employment centers, internalizing skills and undisputed professionalism are internalized. .
USB has also requested a monitoring of the situation of workers working in the ICCs updated and also that minimum essential levels of performance are established that tend to ensure a univocal service of the activities carried out by the employment centers and a uniform classification of the personnel who work there. works throughout the national territory.
The ministry staff took note of all the interventions and, while acknowledging the Regions autonomous employment, undertook to carry out a monitoring of the Regions in order to have a more complete picture of the employment centers.
USB, the note concludes, remains with the workers rented in Laziocrea and will continue to fight with them and with all the workers and temporary workers who work within the Employment Centers.
