In Brussels, the EU summit, which is extremely tense because it is marked by the clash on migrants, is ready.

The President of the European Council Donald Tusk, in his letter of invitation to European leaders, launched the idea of ​​non-EU landing platforms, with the declared aim of stopping the business model of smugglers, to stop the flows and put an end to the tragic loss of life at sea ”, also proposing the creation of a fund“ dedicated to the fight against illegal immigration ”in the next multi-year EU budget.

The President of the EU Council also reiterated the need "to strengthen cooperation with countries of origin and transit, with particular support for the Libyan coast guard, so that they have all the necessary resources to fully control Libyan territorial waters". In the letter, there is no mention of the reform of the Dublin regulation, which seems to have slipped off the agenda.

The intention, at the moment, is to start a discussion that leads to a solution. The “precondition for a true migration policy is that Europeans decide effectively who enters their territory […]. People want this, Tusk stressed in his letter, because it is the duty of every political authority to enforce the law, protect its territory and the border ”.
