The President of the Council, Giuseppe Conte, as it had announced, consulted the scientific technical committee to receive information on the "2 phase”, Or on the gradual reopening of the country's production activities. The priority in this phase of the emergency is to develop a program on the "2 phase“, In close coordination with experts in organizational models of work, sociologists, psychologists and statisticians, to arrive at safe models of coexistence with the virus.

The idea is to kick off the opening of some companies starting from 15th April. From 4 May we could think of the slow and gradual opening of other activities with a general relaxation on the quarantine of citizens. The only certain thing is that social distancing measures and the use of protective masks and gloves will have to continue. Among the measures under study, the use of serological tests to find the immune to infection and the tracking of people through dedicated applications. The experts, however, according to Corsera, were categorical on the opening of kindergartens, schools and universities: "We will talk about it in September".

Prime Minister Conte and most of the political decision-makers are concerned about the psychological stability of citizens, public order and the impact of closures on the economy. Now, Conte points out, given that the epidemic curve has stabilized, we need to pay more attention and maintain prudence and rigor. In the next few days the head of the government will turn again to the citizens to announce a new decree which extends the travel bans but starts talking about a partial go-ahead for the reopening of some companies, starting from next week.

Among the indications of the Government there will be that of giving priority to it more and more smart working. The distance meter must always be guaranteed, therefore also the space between the workstations. The same distance must continue to be respected even within the shops between customers (not only in food shops). In every commercial activity it will be necessary to queue and enter on a contingent basis.

However, the first reopenings could refer to bookstores and stationeries. Following this, the reopening of low-risk production activities will be privileged, according to the classification of the Ateco codes. Farmers, construction workers and cashiers are low-risk categories, while hotel waiters, canteens and hairdressers are those who risk the most.
