Immigration emergency: Meloni summons the Cisr permanently for greater involvement of the secret services and strategic ministries

And from today he is summoned permanently”. The CISR usually meets twice a year and will now meet once a week until further notice.

Convoking the highest Interministerial Committee for Security permanently means a lot. It means that we really need to periodically tighten the links between the departments concerned to try to solve a problem that can threaten the security of the Republic. And the wave of migrants, if not stemmed, can really become a problem because the "solo" reception system implemented by Italy no longer holds up. Then there is the question of public safety in the suburbs of Italian cities which is of concern given the recent news events.

It is probably feared that the anomalous wave of migrants of 2023 (108 thousand as of last August 23) is not only a consequence of the conflicts and instabilities of Africa, but concocted by a foreign director, implemented to weaken and destabilize the current Italian government and conversely also Europe.

The Italian executive, in fact, is heavily accused every day by the oppositions but also by the mayors who, in a bipartisan, highlight their unpreparedness to welcome new arrivals. All this against an indifferent European Union.

The danger of external supervision is nothing new because already in the Report on the activity carried out from 10 February 2022 to 19 August 2022, the Copasir then chaired by Adolfo Urso, noted that a hybrid war was taking place which threatened the European Union and its cohesion. Already after the beginning of the conflict, the migratory flows related to the food crisis, following the Russian blockade of grain, were carefully examined. The food crisis was seen as a contributing cause of the uncontrolled increase in destabilizing migratory flows from Africa and the Middle East to Europe. Copasir also sounded the alarm about the probable involvement of the Wagner Brigade, present in various hot airs of Africa such as Libya, Sudan and Sahel.

In the light of the migrant emergency, in the rooms of Palazzo Chigi, Libero writes according to an anonymous source, "There is a need to ensure that everything that a single ministry does for Tunisia, which is at the center of our interest at the moment, is known by others“. The source of the executive also highlights that “Up to now this has not been the case, and this has created some problems, even with our interlocutors there. And then there is the need to have a broader view of what is happening”.

The same source tells Libero that “To affirm today with certainty that there is a direction that coordinates migratory flows may be exaggerated, but the Cisr allows the services to be fully involved, which in those territories are doing an excellent intelligence job and help us understand what is going on really happening."

It was precisely the Viminale that pushed for the greater involvement of the secret services and diplomacy, which manages the migrants only once they arrive in Italy. According to Minister Piantedosi, more analytical work is needed in Tunisia to understand who is behind the "anomalous" number of arrivals in our country. Piantedosi asks that diplomacy and the secret services, the only ones who have the pulse of the situation abroad, interact as much as possible to limit departures, where there is room for intervention. This, net of the agreements made between governments such as the one with Tunisia which, however, is not giving its effects to date, probably because the negotiations between Tunisia and the International Monetary Fund for the slice of financial aid considered decisive in avoiding bankruptcy for the Saied government.

The Interministerial Committee for the Security of the Republic

The Interministerial Committee for the Security of the Republic (Cisr), founded with the reform of the secret services in 2007 by the second Prodi government, has the functions of consulting, proposing and deliberating on security matters. It is chaired by the President of the Council of Ministers while the secretary is the director of the Department of Security Information (DIS), Dr. Elisabetta Belloni. The authority delegated to services, the undersecretary of the Pdc, is part of it Alfredo Mantovano, and the ministers of Foreign Affairs, Interior, Defence, Justice, Economy, Economic Development and Ecological Transition. The directors of the two security agencies may also be called upon to intervene, AISE ed AISI. Naturally, on the basis of the topics dealt with from time to time, other reference authorities may also be summoned.
