Gabrielli: Police force, "anchors in the storm"

Immediate response, quick adaptability, balance, firmness and humanity.

The emergency COVID19 has also determined for the Police Forces the need for a sudden adaptation of the organization and the ability to respond to the protection needs of the citizen, in a completely unexpected scenario for the new control tasks aimed at avoiding the spread of the pandemic and to immediately counter the new criminal scenarios.

The world looks to the Italian experience also on the front of order and public safety and the testimony of the Chief of Police, General Director of Public Security, Prefect Franco Gabrielli, was told by Interpol, the largest international police organization, which made it available to the 194 countries that are part of it.

A confidential document, which targets 194 Interpol offices around the world, and which contains an initial assessment of the impact of COVID19 on police duties and the evolution of crime.

An all-round assessment that identifies three phases of the crisis: preparing for the impact of the pandemic (pre-wave), managing interventions in the maximum period of crisis (in-wave) and the difficult moment of economic recovery with the dramatic effects both economically and socially (post-wave).

The goal of Interpol and the Italian police forces is to be more and more Anchor in the storm, anchors in the storm, more and more a solid point of reference for citizens.

And the interview with Prefect Gabrielli traces an all-round picture of the commitment of the State Police, the Carabinieri, the Guardia di Finanza and the Penitentiary Police: maximum attention to the supply chains of the essential economic sectors that have not stopped working , new criminal scenarios and projections of organized crime of the mafia type, monitoring and prevention of critical infrastructures, strategy to plan the post-emergency now with predictive analysis systems.

And Italy is following the same intervention model proposed by Interpol (of the three P): identifying vulnerabilities, training operators, collecting data and planning (PREPARE); protect police forces on the front line, inform citizens about the modus operandi of criminals in the emergency phase, also using international data (PROTECT); share best practices and new operating methods (PROJECT) with colleagues from foreign police forces, also thanks to international agencies.

COVID19 AND MAFIA

The high-paid analysts of the mafia organizations are already working to identify the great profit opportunities following the COVID19 emergency and the police forces take up the challenge, not stopping at national borders.

In the interview with Interpol, Prefect Gabrielli raised the alarm to the 194 countries of the world that are part of Interpol, expanding worldwide the analyzes that have been carried out in these days in Italy even by the most authoritative voices in the world of the judiciary, where there was talk of the imminent danger of financial doping or the welfare provided by the mafias.

The danger is present because the mafia organizations have long since invested in the basic necessities that have not been blocked by the restrictions of COVID 19: the agro-food chain, the sector of supply of medicines and medical-health material, the road transport, funeral services, cleaning, sanitizing and waste disposal companies. Sectors where a particularly high level of specialization is not required and criminal groups can easily manage to offer services at definitely competitive prices because the companies they control do not comply with the environmental, social security and workplace safety regulations.
