(by Marco Zacchera) I find it surreal that the public prosecutors of Bergamo go in search of a scapegoat to find out who should or should not sign up for the "red zone" in Val Seriana in early March, not implemented immediately and then included in the block of all Lombardy. I find it unfair to blame Conte or Governor Fontana on this aspect: no one in those days had an idea of ​​what the contagion was or could become and I believe no one deliberately minimized the risk.

Obviously companies, industries and economic operators will have put pressure to wait to close everything, but they too in good faith, knowing full well the disasters that would come (as it was in fact) with a generalized closure. Today the choice to keep those areas open, as well as to build a hospital in Fiera Milano in a few days, seem wrong but must be contextualized to the then situation.

In the past we have seen many epidemics announced that have never been seen before (from mad cow to chickens) and among other things, the WHO - on Chinese input - still minimized the infection in March. Rather, the PM then insist on an investigation into the responsibilities of the WHO given how many tens of millions pays Italy to this Organization every year and the responsibilities of politicians (and not only) for the inefficiencies that have been recorded almost everywhere in the management of the Coronavirus.

BUT A FUNDAMENTAL POINT REMAINS THE INVESTIGATION ON THE FUNDS COLLECTED BY THE CIVIL PROTECTION. Is it too much to ask for an accurate account of how much has been collected and how it has been spent? Is it too much to know where the millions of euros spontaneously offered by the Italians in addition to the available funds already widely granted to the “black rompers” have gone? Because public money must always be well spent even in emergencies and the impression is that the Civil Protection - especially since it became the freak it is - there has always been opacity on expenses and command channels, but above all on subsequent checks .

This need for clarity will also be useful in the future given that all the appointments of this structure were political (and without competitions!) And "internal" to the political power with legitimate doubts on the actual abilities of individuals. Tenders, tenders, prices, purchases: this is a good theme for solicitous judges in search of the truth, perhaps even wondering why in their judicial offices - as in many other public offices - everything has been closed, postponing causes and acts sine-die, except for payment of salaries even to those who had not worked at all: "No one was left behind", but especially if he worked (?) in the Palace ...
