Mit, over 853 million euros for the "National innovative program for the quality of living"

Green light from the Unified Conference to the inter-ministerial decree of the Minister of Infrastructure and Transport Paola De Micheli, signed in concert with the Minister of Economy and Finance and the Minister for Cultural Heritage and Activities for Tourism, which provides a total budget of over 853 million euros to be allocated to the national innovative program for the quality of living.

These are resources that will serve to redevelop and increase the heritage destined for social housing, to regenerate the socio-economic fabric, to increase accessibility, safety of places and the refurbishment of public spaces and buildings, in order to contribute the improvement of social cohesion and the quality of life of citizens.

The local authority, as well as the beneficiary and implementer of the project, i.e. Regions, metropolitan cities, municipalities with metropolitan cities, provincial capitals, the city of Aosta and municipalities with more than 60.000 inhabitants, may submit up to three project proposals, for a maximum recognizable contribution for each proposal admitted to financing equal to 15 million euros. The projects must be submitted within 120 days of the publication of the announcement which will take place at the beginning of September, in order to have a portfolio of projects by the end of the year.

Funding will be ensured for at least one proposal for each Region to which the proponent belongs and 34% of the total resources will be primarily allocated to interventions located in the Southern regions.

It will be the task of the High Commission, established within the MIT without new or greater burdens on public finance, with the functional collaboration of the Higher Council of Public Works and the Mission Technical Structure, to assess that the projects meet the criteria established by the public notice, in terms of sustainability and densification, without the consumption of new land and according to the principles and guidelines adopted by the European Union, based on the urban model of Smart City, inclusive and sustainable.

With these resources the aim is to concretely intervene in peripheral areas particularly exposed to housing and socio-economic discomfort, in order to increase neighborhood ties and social inclusion, but also to enhance the territory with eco-sustainable solutions of bio-architecture that can transform these urban areas into good practices in the field of seismic safety, waste collection management and water recycling.

Finally, additional funding may be added to the Program resources to be allocated to proposals defined as 'Pilot', projects with a high strategic impact on the national territory, to be co-financed, up to 100 million euros, with any additional resources from the Recovery Fund, where the redevelopment interventions also respond to European and national guidelines, relating to the implementation of the Green Deal and the Digital Agenda.
