The Novara State Police interrupts a strange round of irregular procedures for obtaining a residence permit: two precautionary measures and over thirty reported
The Novara State Police, in 2018, found anomalies on some requests for renewal of the residence permit filed by foreign citizens. In particular, the in-depth administrative investigations carried out by the Immigration Office have made it possible to hypothesize the existence of a real fraudulent mechanism aimed at misleading the public administration, aimed at issuing or renewing residence permits.
The subsequent investigation activity, carried out with the coordination of the Prosecutor of the Republic of Novara and the investigators of the Novara Mobile Squad, revealed the existence of a truly tested "system" that allowed to evade immigration regulations : foreign citizens, following the directives of the owner of a well-known and compliant "foreign practices agency" located in the city, registered sole proprietorships with the aim of demonstrating the presence of an income and a volume of business, which would have allowed obtain the residence permit or renewal thereof, even in the absence of the requirements.
The meticulous investigative activity made it possible to ascertain that, over thirty practices, were spoiled by various irregularities: the applicants, in reality, did not perform any work, unlike what was declared and documented with the presentation of the release or renewal applications of the residence permit. In particular, the applicants, in order to justify their turnover, presented invoices to the Immigration Office for non-existent transactions, and false financial statements prepared, "ad hoc", by a tax payer compliant with the practices agency .
There are two precautionary measures against two professionals: the precautionary measure of house arrest for a Tunisian citizen, owner of the agency for foreign practices, while against an Italian citizen, the tax payer, the precautionary measure of the obligation to stay in Municipality of residence and reported over thirty people.
