Operations for mills: operating instructions on the Agea website from today. The measure is worth 35 million. Bellanova: "Lean and simplified procedure"
Puglia's olive oil regeneration plan: with the publication of the operating instructions today on the Agea site, implementation of the measure that allocates 35 million to the oil mills gets underway. The objective is twofold: to compensate companies for damage suffered, to encourage the restoration of production activities.
After the registration of the Xylella Decree by the Court of Auditors and a few days after the subsequent installation of the Supervisory Committee, therefore the green light for the first ministerial measure preceded, precisely to speed up the time destined for the refreshment of the millers, by intense preliminary work guaranteed by Agea.
"I specifically asked Agea," said Minister Teresa Bellanova, "to speed up the time lapse between the publication of the operating instructions and the concrete granting of economic aid to the companies affected by the emergency as much as possible. After years of damage, and of paralysis of the company activity, speeding up time is an obligation that must invest the entire institutional activity, the ministerial one as, I hope, the regional one. For this reason, today's publication of the operating instructions for accessing the measure was preceded by preliminary work, contextual to the issue of the Decree, which allowed the start of the administrative and IT procedures necessary to manage the entire administrative process. A streamlined and simplified procedure which, moreover, allows companies to be relieved of the procedures for requesting aid ".
With an endowment of 35 million euros, the measure is intended for oil mills, including processing cooperatives in the oil sector with plants located in the area infected with xylella, which have "reduced or stopped milling activity and suffered a decrease of the production of olives in the 2018-2019 marketing year or in the previous ones in the event of closure of the activity attributable to xylella ".
As for the administrative procedure, it is divided into four phases: preventive recognition, integration of the list of beneficiaries, presentation of the pre-filled application, disbursement of the aid. Of which, in fact, the first already completed in the part of Agea's responsibility, to ensure the speed of implementation of the measure.
"Thanks to the simplification rules introduced on the payments of national aids present in Cura Italia," continues Minister Bellanova, "the beneficiaries will receive an advance of 65 per cent of the aid after submitting the application, and without prejudice to only the preliminary checks on completeness information and compliance with the required requirements. A further acceleration to guarantee the economic breath due to companies as soon as possible ".
After the publication of the list of potential beneficiaries, the information already acquired by the Administration may be integrated by the companies.
The reconnaissance phase allows in any case even to those who are not listed, to apply for the preliminary phase.
A new meeting of the Supervisory Committee is scheduled for today, called to evaluate the proposals for regional management measures on replanting, conversion to other crops, safeguarding of monumental olive trees.
