Tuccillo and De Mita, the petition begins: "Social Europe in the time of the coronavirus"

It has been launched for a few days on the International Change platform a petition whose objective is to overturn the priorities of the European Union, putting the person and social rights at the center of its decisions and policies, instead of financial and accounting rules. 

Promoters of the petition are Joseph DeMita e Francescomaria Tuccillo. De Mita, from Avellino, was deputy and vice-president of the Campania region. Tuccillo, from Naples, is a lawyer, manager and founder of the political project Peoples ε Polis. Its signatories include representatives from the academic, business and cultural world, including the entire editorial staff of «Africa», The Comboni magazine founded and directed for a long time by Alex Zanotelli. 

Addressed to the President of the European Parliament David Sassoli, the petition is from great topicality in these days when the Eurogroup struggling to reach a shared solution to deal with the economic and social emergency caused by the coronavirus.

At the origin of the rigid attitude of the northern states, and of Holland in particular, there is certainly, in addition to their political agendas, the matrix of the European Union, which is the Maastricht Treaty of 1992. Since then, the EU has favored economic stability by subordinating to it the well-being of communities and the social rights of people, starting with health, school and work. 

The tool to correct the situation exists: it is there European social charter, approved by all Member States even in 1961 in Turin and then updated in 1996 in Strasbourg. His text, which rules the right of all Europeans to work, to health, education, housing, dignity, unfortunately it does not however form an integral part of the Treaties and has no legal impact. It is now more than ever the time to give it strength and value: it is indispensable not only for every citizen, but also for the survival of the European Union itself.

"THE Establishing treaties of the European Union propose an idea of ​​a society very different from that desired by its founding fathers. The fundamental joint is represented by Maastricht Treaty of 1992, marked by a "mercantile" vision of the continent that subsequent agreements have never corrected. Consequently, Europe still favors the commonality of economic and financial rules and completely neglects the recognition and protection of the social rights of its citizens.

There is one European social charter, adopted by all the countries of the Union in 1961 and updated in 1996, which enshrines the rights to work, fair pay, health, education and dignity of all European citizens. But unfortunately it has never become an integral part of the Treaties and therefore has neither political weight nor jurisdictional consequences.

In this very difficult phase of our history, the limits of the mercantile approach are shown in all their dramatic evidence.

We ask accordingly David Sassoli, President of the European Parliament, to promote the urgent revision of the Treaties to introduce the Social charter. This change is not only vital for every citizen, but essential for the survival of the European Union itself. »
