Budget law: over 2 billion euros for agriculture, fishing and agri-food

Over 2 billion euros destined to support and relaunch the agricultural sector, enhance the competitiveness of supply chains and encourage farmers under 40. The Green Bonus has been renewed for the next three years: these are the numbers of the Budget Law transmitted today to the Senate.

As strongly desired by Minister Stefano Patuanelli, for the agri-food sector the measures and figures are much higher than in the past. The most important measures concern the establishment of the National Mutual Fund to cover catastrophe risks to more effectively support risk management by farms, the extension of the IRPEF exemption of land and agricultural income, support for the competitiveness of the supply chains, the deduction for agricultural entrepreneurs and direct growers under 40, the renewal of the Green Bonus, to which are added interventions for animal husbandry and important allocations to continue the implementation of the National Forest Strategy.

In particular, the following allocations have been made:

  • over 690 million euros up to 2027 for the establishment of a national mutual fund to cover catastrophe risks, a significant innovation among the risk management tools in agriculture;
  • 237 million euros from 2023 for the IRPEF exemption of land and agricultural income relating to direct farmers and professional agricultural entrepreneurs enrolled in the agricultural pension;
  • 250 million euros for subsidized insurance;
  • 8,3 million for the extension of the de-contribution of agricultural entrepreneurs and direct farmers under 40 (54,30 million euros foreseen for the three-year period);
  • 160 million euros up to 2023 for the Fund for the development and support of agricultural, fisheries and aquaculture sectors;
  • 10 million euros for the endowment of the Fund for the competitiveness of agricultural sectors;
  • 10 million euros for strengthening the wheat-pasta sector;
  • 120 million euros for the support of the food districts;
  • 74,5 million euros for the support to animal husbandry by confirming also in 2022 the percentages of VAT compensation applicable to the sales of live cattle and pigs;
  • 16 million euros in the two-year period for the three-year fisheries plan (8 million) and for the national fisheries solidarity fund (8 million). Furthermore, starting from 2022, 4 million euros per year are earmarked for the Port Authorities for the exercise of the activities carried out in the context of functional dependence on the MIPAAF. In addition, the compensation for stopping fishing was renewed and the CISOA extended to fishermen;
  • 80,5 million euros allocated to Ismea's activities for the granting of loans, structured finance operations and the granting of guarantees for loans in favor of agricultural and fishing entrepreneurs, and measures for female and youth entrepreneurship;
  • 30 million euros for the financing of the National Forest Strategy (420 million until 2032);
  • The Green Bonus has been extended for the next three years, which provides for the deduction for Irpef purposes to the extent of 36% of the costs incurred for the green arrangement;
  • In addition, 50 million euros were allocated to be allocated to the Regions to cover the advances on the relief loan.
